City Council Agenda Report
January 16, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W. C. Kau, P.E., Director of Public Services/City Engineer Allan Perdomo, Director of Recreation and Park Services Run Chen, P.E., Principal Civil Engineer
Christine Roberto, Public Services Manager
SUBJECT: PROJECT NO. 7607 - STORMWATER CAPTURE AND INFILTRATION PROJECT AND PROJECT NO. 7359 - HERMOSILLO PARK REHABILITATION - AWARD DESIGN-BUILD AGREEMENT FOR DESIGN AND CONSTRUCTION SERVICES; ENGINEER’S REPORT 23-23
Background:

The City has received Measure W Funds for the stormwater capture and infiltration project (Project) from the Lower San Gabriel River Watershed Management Program (LSGR WMP) Group. The project will capture dry-weather flows at two locations. The first location is an existing storm drain on Horst Avenue adjacent to the park. The second location is within the park from an existing Los Angeles County Flood Control District storm drain culvert. Up to 50 cubic feet per second (cfs) of combined dry weather flows from both the storm drain and storm drain culvert will be diverted and stored in underground infiltration gallery/detention basins. The underground basins provide storage for up to 11.8 acre-feet of flow, approximately the size of six Olympic size swimming pools. These improvements are to be constructed in the northern half of the park, and includes the appurtenant diversion piping, pumps, and a treatment system to supply recycled water for onsite irrigation.

The City has also received Proposition 68 Funds for the rehabilitation of Hermosillo Park (PROJECT) from the LSGR WMP Group. The project will rehabilitate Hermosillo Park in its entirety which includes the construction of a new reception building, new turf grass, irrigation, landscaping, hardscape, parking lot, playground area, basketball courts, soccer and multi-use fields and lighting for the fields.

Staff solicited for Design-Build services for the PROJECT and received one statement of qualification on November 30, 2023. Reyes Construction, Inc. (RCI), the sole respondent to the

7 solicitation, proposes a Design-Build team comprising GHD Inc. for Civil Design of stormwater infrastructure improvements, Willdan Group, Inc. for design of recreation and landscaping improvements, RIM Architecture for architectural design of the community center, Alliance Outreach, LLC for public outreach, and Reyes Construction, Inc. for construction services.

Staff reviewed the Statement of Qualification provided by RCI for conformance to project requirements, qualifications of team members, and applicable project experiences in execution of similar projects. The team lead by RCI has conducted similar projects such as Adventure Park Stormwater Capture Project in Whittier, CA. This team is also experienced in execution of Design-Build projects in densely populated residential neighborhoods such as its recent project experience on the Huntington Beach Channel/Talbert Channel Sheet Pile Improvements Project for the County of Orange.

The contract execution for the PROJECT will consist of a cost plus fee agreement to provide for Phase 1 design development up to 65% design, and a subsequent final design and construction agreement with a Guaranteed Maximum Price (GMP) proposal from RCI.

At this time, RCI submitted a cost proposal of $2,660,668 for the Phase 1 design of the project to provide 65% design to support a GMP for final design and construction of the PROJECT.

Proposition 68 grant fund requirement for project completion by end of 2026 constrains the project schedule requiring the acceleration of grading design and completion of project site grading. To accommodate the grading schedule acceleration, approval of $4,730,637 budget for Phase 2 of the project is requested in conjunction with the approval of the Design-Build contract award.

Fiscal Impact:

Phase 1 of this Design-Build contract includes design development up to 65% design and development of a Guaranteed Maximum Price (GMP) proposal for construction. Phase 2 includes completion of design and site grading. The City has available grant proceeds of Measure W and Proposition 68 monies for the implementation of these two Hermosillo Park Projects. The City has been approved $20,000,000 under Measure W for the implementation of Project No. 7607 - STORMWATER CAPTURE AND INFILTRATION PROJECT of which $2,000,000 has been authorized for expenditure at this time to fund the procurement of design services. Also, the City has been approved $8,500,000 under Proposition 68 funds and has been authorized the full approved amount for the implementation of Project No. 7359 - HERMOSILLO PARK REHABILITATION:

Award of Design-Build Contract Phase-1: $2,660,668
