City Council Agenda Report
January 16, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Mario Mera, Engineering Division Manager
SUBJECT: RESOLUTION NO. 24-06 - AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2023/24 ADOPTED BUDGET TO APPROPRIATE HIGHWAY SAFETY

IMPROVEMENT FUNDS TO HIGHWAY SAFETY IMPROVEMENT PROGRAM CYCLE 7 – PROJECT NOS. 7232, 7233, AND 7234
Background:

The City has three projects currently in construction which are currently funded partially with Federal funds under the Highway Safety Improvement Program Cycle 7 (HSIP7). The work scopes include improvements to traffic signal hardware, installation of new pedestrian countdown signal heads, fiber optic interconnects, updates to signal timing coordination and access curb ramp upgrades that are compliant to current American with Disabilities Act (ADA) standards. During the award of construction contracts for the three projects funding gaps between the HSIP7 authorized amount and the lowest responsive responsible bids were identified. The funding gaps were initially funded with Measure M, Measure R, and Proposition C funds. The City requested and Caltrans approved additional HSIP7 funding to cover the gaps between the previously authorized HSIP7 funds and the award values for the three projects. Unexpended Measure M, Measure R, and Proposition C funds previously encumbered for these projects will be unencumbered and made available for use on other CIP projects. The three project locations are as follows:
•Project No. 7232: Alondra Boulevard between Home Depot Signal and Shoemaker Avenue
•Project No. 7233: Firestone Boulevard between Target Driveway and Rosecrans Avenue •Project No. 7234: Studebaker Road between Kenny Street and Rosecrans Avenue
