SUBJECT: ONE-WAYS NEIGHBORHOOD REHABILITATION PROGRAM UPDATE Background:
On July 19, 2022, City Council approved the allocation of $2,000,000 for the One-Ways Neighborhood Rehabilitation Program (Program) to serve a community that has been disproportionately impacted by the COVID-19 pandemic. In August of 2022, staff was hired to develop and administer the Program.
Community outreach commenced in Fall 2022 to promote the Program to the residents in the area. In February 2023, staff hosted three community meetings at the Norwalk Social Services Center to provide program information and application assistance. From March 1-31, the submission period opened to accept applications on a first-come first-serve basis to participate in the Program. Following the end of the submission period, an evaluation committee conducted an in-depth review of the 85 applications that consisted of document review and field inspections.
As a result of this Program, staff initiated a parking study to address parking issues in the area and develop a Parking Action Plan (Plan). Due to the parking study, fence repair/replacement services offered through the Program have been paused until the results of the parking study are final. The Plan will consolidate community feedback and analysis of the area, providing various methods to reduce parking congestion.
A total of 80 applicants were approved and the following services were completed:
Roof Replacement: 56
Exterior Paint: 14
Fence Repair/Replacement: 9
Junk Removal: 1
