4 Exterior Modifications:

Civic Center Gate: Install new entry gate and fencing.

Three proposals were received from the following firms: (1) Onward Engineering (Onward), (2) MARRS Services, Inc. (MARRS), and (3) PSOMAS.

NTS staff evaluated the proposals in keeping with the following RFP requirement criteria:

Qualifications, Related Experience, Proposed Project Team, Detailed Work Plan and Completeness of Responses. This resulted in the following ranking of the proposals:

Firm Total Score
1 PSOMAS 93%
2 MARRS Services 92%
3 Onward Engineering 85%

After the initial ranking, each firm was interviewed by NTS staff to obtain additional feedback as it relates to overall experience with managing a tenant improvement project including project management to construction management, proposed team, and regulatory compliance. This resulted in the following overall final ranking of the proposers:

Firm Total Score
1 PSOMAS 96%
2 Onward Engineering 90%
3 MARRS Services 88%
NTS staff conducted a one-on-one interview with PSOMAS and confirmed their qualifications to perform services under the terms and conditions of the Scope of Work; and utilization of sub- consultants. Pursuant to NTS staff request for Best-and-Final offer (BAFO), PSOMAS revised their submitted Price Sheet and reduced their total price by $77,838, thereby resulting in a BAFO of $814,634. NTS staff determined that PSOMAS’ BAFO of $814,634 was fair and reasonable in keeping with prevailing labor rates and wages.

Fiscal Impact:

The total cost of $814,634 for Project Management, Construction Management, and Inspection Services will be funded through the use of Federal Transit Administration (FTA) 5307 Formula Grant in the amount of $635,415 and Prop A Local Return funds in the amount of $179,219.
