February 20, 2024
TO: Honorable City Council

BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Janet Welde, Senior Management Analyst
SUBJECT: AGREEMENT PROJECT MANAGEMENT, DESIGN SERVICES,

CONSTRUCTION MANAGEMENT, AND INSPECTION SERVICES FOR BUS

STOP EQUITY PROJECT
Background:

Norwalk Transit System (NTS) issued a Request for Proposal (RFP) No. 24-731 for a professional services agreement for Project Management, Design Services, Construction Management, and Inspection Services for NTS’s Bus Stop Equity Project (BSEP) for improvement to bus stops within the City. The purpose of the BSEP is to modernize and upgrade the bus stops to alleviate the harmful climate impacts on NTS’s patrons by installing amenities that will protect patrons from the intense heat and wet weather.

Four proposals were received from the following firms: (1) Onward Engineering (Onward), (2) MARRS Services, Inc. (MARRS), (3) PSOMAS, and (4) Virginkar & Associates, Inc. (Virginkar).

Virginkar’s proposal was rejected based on failure to follow instructions from the RFP as it relates to the cost proposals not being submitted separately.

NTS staff evaluated the remaining three proposals in keeping with the following RFP requirement criteria: qualifications, related experience, proposed project team, detailed work plan and completeness of responses. This resulted in the following ranking of the proposals:

Firm Total Score
1 Onward Engineering 94%
2 PSOMAS 92%
3 MARRS Services 92%
