SUBJECT: PROJECT NO. 7520 - ACCEPTANCE OF WORK FOR BLOOMFIELD AND

HARVARD SEWER LIFT STATION UPGRADES
Background:

On July 5, 2023, City Council awarded a contract in the amount of $339,800 to SANCON Technologies, Inc. (SANCON), for Project No. 7520 Bloomfield and Harvard Sewer Lift Station Upgrades. Staff procured construction inspection services from CSI Services Inc. (CSI) to provide inspection of the construction work and ensure proper application of epoxy coatings.

The intent of Project No. 7520 was to rehabilitate two existing sewer lift stations, and one adjacent sewer manhole at each location. The two lift stations and manholes are located near the intersections of Bloomfield Avenue and Molette Street and Harvard Drive and Gridley Road. The project scope of work includes resurfacing and application of protective coating for wet well (all walls, ceilings), piping, and floors of both lift stations and the two adjacent manholes.

Also included was installation for a new, replacement vault access hatch (traffic rated and spring assisted) at the Bloomfield Sewer Lift Station.

Due to availability issues with the vault lid cover for the Bloomfield Sewer Lift Station, and the epoxy coating of corroded force mains at both locations, the contractor was unable to complete that work. Work not completed under Project No. 7520 will be done as a separate future project. The remaining scope of work for the sewer lift stations and manholes was completed on December 13, 2023. Total revised construction costs, including staff time is $307,486, which is within the approved project budget of $400,778. Unused funds will be returned back to Sewer Enterprise Funds for future eligible programming.
