City Council Agenda Report
March 19, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
SUBJECT: FEDERAL TRANSIT ADMINISTRATION CERTIFICATIONS AND ASSURANCES FOR FEDERAL FISCAL YEAR 2024
Background:

The City’s Transportation Department develops and submits applications for Federal Transit Administration (FTA) Capital and/or Formula grant funding in keeping with the acquisition of replacement buses, facility construction/rehabilitation, preventative maintenance, associated major bus components, etc. An element of the grant approval process requires applicants to provide Certifications and Assurances (C&A’s) for FTA regulatory compliance on an annual basis.

The C&A’s cover multiple compliance areas such as assurances concerning applicable Federal regulations; Civil Rights, Procurement, Lobbying, Americans with Disabilities Act (ADA), Drug/Alcohol testing, etc. This year’s C&A certifies the role of a Safety Committee comprised of frontline workers in the development of Norwalk Transit’s Public Transportation Agency Safety Plan (PTASP), which was previously approved by Council on December 6, 2022.

Also, the City is required to designate a representative to affirm compliance with the C&A’s as a part of the grant application process. In prior FTA grant applications, the Executive Director of Regional Transportation, as a designee of the City Manager, has signed the FTA C&A’s Affirmation of Applicant on behalf of the City along with Affirmation of Applicant’s Attorney signed by the City Attorney.
