City Council Agenda Report
April 16, 2024
TO: Honorable City Council

Richard Newton, Emergency Preparedness Manager

SUBJECT: APPROVAL OF INCIDENT MANAGEMENT SOFTWARE PURCHASE Background:

As part of the Fiscal Year 2024 Mid-Year budget revision, City Council authorized $40,000 for the purchase of incident management software to support disaster response, special events, and day-to-day operations. Staff reviewed a number of providers and ultimately determined that WebEOC provided by Juvare was best suited to meet the needs of the City. WebEOC currently provides incident management software to a number of jurisdictions across the country including Los Angeles County and California States Emergency Operations Centers.

WebEOC will give staff and partner agencies a common operating picture that can be accessed on any computer or mobile device with an internet connection and allow EOC Staff and Field Responders to have access to the same information as soon as it becomes available. Additionally, staff will have access to checklists, action plans, and other important documents needed during a response. The program also features GIS tools that will allow EOC Staff to produce maps in a matter of moments and immediately send them to responders in the field. Finally, WebEOC’s Continuity Planning Tool will be vital to the development of the city’s first Continuity of Government plan.

Fiscal Impact:

This program is available through an existing purchasing agreement with CDW-G and includes a one-time setup fee of $17,531.91 and an annual subscription fee of $21,012 which have both been included in the existing budget. Future subscription fees will be offset with the elimination of $17,463 in Nixle program fees as the City transitions to Rave Alerts, which is provided by the California Governor’s Office of Emergency Services at no cost.
