City Council Agenda Report
April 16, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: John P. Ramirez, Director of Community Development
Amanda Moreno, Senior Management Analyst
SUBJECT: RESOLUTION NO. 24-16 – BUDGET AMENDMENT – RESIDENTIAL

REHABILITATION PROGRAM
Background:

On October 3, 2023, the City Council approved a substantial amendment to the Fiscal Year (FY) 2023/24 Annual Action Plan to reallocate unused Community Development Block Grant (CDBG) funds in the amount of $615,267 to the Capital Improvement Program (CIP), and allocate $600,000 from General Fund for a new citywide Residential Rehabilitation Program (Program).

Prior to this amendment, CDBG funds were allocated for the Home Improvement Program, although due to strict guidelines, a limited number of people were served. The reallocation of CDBG funding to the CIP program funded much needed repairs to streets, sidewalks, curbs, gutters, and Americans with Disabilities Act access ramps.

Staff completed development of the new Program that is ready to be implemented. It will initially serve residents on the waitlist for the CDBG Home Improvement Program. Once all applicants on the waitlist have been assisted, staff will assess if additional residents can be assisted through the Program. The program funding will be allocated into the following categories:
•Accessibility upgrades: $100,000
•Air conditioning / cooling units: $100,000
•Home safety inspections / repairs: $100,000
•Senior Roof Repair / Replacement: $100,000
•Sustainability / energy efficient repairs: $100,000
•Administrative costs: $100,000
