SUBJECT: AWARD CONTRACT – RESOLUTION NO. 24-20 – BUDGET AMENDMENT -
FIRESTONE BOULEVARD BETWEEN STUDEBAKER AND IMPERIAL
HIGHWAY CAPITAL IMPROVEMENT - PROJECT NO. 7196
Background:
On December 11, 2023 staff issued an invitation for Bids for the construction of Firestone Boulevard Improvements Project No. 7196. The project area is Firestone Boulevard from Studebaker Road to Imperial Highway.
The project would upgrade the existing section of Firestone Boulevard from 4-lanes of traffic (two in each direction) and a landscaped raised median to three lanes in each direction with a center median. The project includes widening of the existing bridge segment over the Union Pacific Railroad line and adjacent embankment slopes.
Furthermore, the project also includes multi-modal improvements with the installation of on- street (Class II and Class III) bicycle facilities; traffic signal improvements; street lighting; retaining walls to accommodate the additional roadway width; pavement reconstruction; landscape and irrigation improvements; and pedestrian Americans with Disabilities Act (ADA) improvements. Dual left turn lanes are planned at Studebaker Road, and Imperial Highway.
Numerous affected, existing driveways along with pedestrian ramps at the intersections would be reconstructed.
The project is estimated to take two years to complete. For this project, the improvements will occur in two stages. Stage 1 improvements consist of road improvements between Imperial Highway and Studebaker Road with the exception of the bridge overcrossing of the Union Pacific Railroad (UPRR). Stage 2 consists of the bridge overcrossing improvements over the UPRR railroad right of way. On February 20, 2024, the City received 2 bids with the following results:
