SUBJECT: ADOPTING A MITIGATED NEGATIVE DECLARATION - RESOLUTION NO. 24- 23 – PROJECT NO. 7607 - STORMWATER CAPTURE AND INFILTRATION

PROJECT
Background:

The City of Norwalk, as the lead agency under the California Environmental Quality Act (CEQA), is proposing Capital Improvement Project No. 7607 – Stormwater Capture and Infiltration Project.

The City has received Measure W Funds for the stormwater capture and infiltration project (Project) from the Lower San Gabriel River Watershed Management Program (LSGR WMP) Group. The project will capture dry-weather flows at two locations. The first location is an existing storm drain on Horst Avenue adjacent to the park. The second location is within the park from an existing Los Angeles County Flood Control District storm drain culvert. Up to 50 cubic feet per second (cfs) of combined dry weather flows from both the storm drain and storm drain culvert will be diverted and stored in underground infiltration gallery/detention basins. The underground basins provide storage for up to 11.8 acre-feet of flow, approximately the size of six Olympic size swimming pools. These improvements are to be constructed in the northern half of the park, and includes the appurtenant diversion piping, pumps, and a treatment system to supply recycled water for onsite irrigation.

The City has also received Proposition 68 Funds for the rehabilitation of Hermosillo Park (PROJECT) from the LSGR WMP Group. The project will rehabilitate Hermosillo Park in its entirety which includes the construction of a new reception building, new turf grass, irrigation, landscaping, hardscape, parking lot, playground area, basketball courts, soccer and multi-use fields and lighting for the fields.

0 Environmental Review:

Pursuant to California Environmental Quality Act (CEQA) guidelines, a Mitigated Negative Declaration (MND) has been prepared for the project. Staff concluded that based on the Initial Study prepared for this project, the City can determine that there would be no significant, adverse effects on the environment due to the scope of the Project. All other materials that constitute the basis for determining to adopt this Negative Declaration are available for public review at the City’s Engineering Division, 12700 Norwalk Boulevard, Norwalk, CA 90650. This document constitutes an MND.

In December 2023, staff retained Dudek to provide environmental review services for the subject project. In March 2024, the results of the MND review concluded that no significant environmental effects were determined from the project.

The Mitigation Monitoring and Reporting Program (MMRP) has been prepared in compliance with Public Resources Code Section 21081.6. The MMRP describes the requirements and procedures to be followed by the City to ensure that all Mitigation Measures adopted as part of the proposed Project will be carried out as described in the Initial Study/Mitigated Negative Declaration.

On April 29, 2024, the City posted the California Environmental Quality Act MND for public review. The MND was also sent to the State Clearinghouse for circulation. The State Clearinghouse number assigned to this circulation is SCH#2024050141. The public review period expired on May 21, 2024.

The Mitigation Measures identified for this project are: Biological Resources, Geology and Soils, Air Quality, Hazards, and Hazardous Materials. No substantial issues or effects were raised during the comment period.
