RE: Local Street Rehabilitation Program Zones 2, 9, and 29 (Project No. 7935) – Amendment #2 for Zone 21 and Zone 26 Alleys
Dear Mr. Mera:
Kimley-Horn and Associates, Inc. (Kimley-Horn) submits this additional services request to provide additional professional consulting services for the City’s Local Street Rehabilitation Program in Norwalk, California. This additional services request is based upon the background information from your email on April 3, 2024 and conversations with you and City staff.
Project Understanding
The City of Norwalk (City) is working with Kimley-Horn to prepare Plans, Specifications, and Estimates (PS&E) packages for Local Streets Pavement Rehabilitation in Zones 2, 9, and 29 and would like to include three (3) alley rehabilitations as part of this project. The existing alleys are asphalt and the City would like to replace them with concrete. These alleys are in Zones 21 and 29, shown in red in the project area map below:
Project Area Map

Zone 21:
» Parallel to Studebaker Rd, extends south of Liggett St to Mapledale St, and south of Mapledale St to Excelsior Dr Zone 26:
» Parallel to Studebaker Rd, extends south of Ferina St into Molette St » Parallel to Studebaker Rd, extends south of Barnwall St to Hayford St All alleys are east of Studebaker Road.
The services Kimley-Horn will provide for this additional services request will be similar as the original contract for these increased project limits. The scope of services is outlined below.
Scope of Services
Task 1: Field Review/Data Collection
Kimley-Horn will expand our scope of services for Field Review/Data Collection in our original contract to provide similar services for the additional alley rehabilitations. Due to these being alleys, it is assumed that curb-gutter, cross gutters, sidewalks, and ADA ramps will not need to be reviewed and that the focus of the field review will be on the alley pavement surface. Additionally, no drone survey will be included. As part of this task, we will add the alley information to the finalized “Field Deficiency Matrix,” noting existing conditions, recommended improvements, and estimated quantities.
Task 2: Research and Development
Kimley-Horn will assume that there are no underground utilities within the alley areas. Surface utilities will be adjusted to grade. We will review as-built plans provided by the City and update the utility matrix as necessary.
Task 3: Survey/Right-of Way Engineering
Kimley-Horn will expand our scope of services for Survey/Right-of Way Engineering in our original contract to provide similar services for the additional alley rehabilitations, including obtaining survey elevations approximately every 50 feet along the finish surface grid of each alley.
Task 4: Geotechnical Engineer
Kimley-Horn will expand our scope of services for Geotechnical Engineer in our original contract to provide concrete pavement sections for the additional alley rehabilitations. We do not anticipate performing a subsurface exploration, performing laboratory testing of representative samples, and preparing materials report/pavement and foundation reports. A desktop search of the existing soils will be conducted to determine the pavement section and a table of values will be included into the geotechnical report.
Task 5: Environmental Documentation
Kimley-Horn will expand our scope of services for Environmental Documentation in our original contract to provide similar services for the additional alley rehabilitations, including performing a preliminary environmental review and preparing any necessary documents that conform to CEQA requirements for pavement rehabilitation projects.
Task 6: Engineering Design and Plans Specifications & Estimates (PS&E) Kimley-Horn will expand our scope of services for Engineering Design and Plans Specifications & Estimates (PS&E) in our original contract to provide similar services for the additional alley rehabilitations. Additional design plans will be added to the PS&E package for the alleys as listed here:
a. Key Map – up to one (1) sheet
b. Typical Sections – up to two (2) sheets
c. Concrete alley street improvement plans, including any striping improvements as needed – up to eight (8) sheets Attachment 2

d. Total Additional Plan Sheets – up to 11 sheets
6.1 – Utilities
Kimley-Horn assumes that only the surface (visible) utilities will require adjustment. There are no utilities that are anticipated to be relocated.
6.2 – Construction Documents
Preliminary PS&E – 90% stage. Additional design plans for the alleys will be included at the 90% design stage. Following incorporation of consolidated City comments, approval of the 65% PS&E, and the addition of the plans noted above, the construction PS&E shall be completed in detail and submitted to the City for review and approval.
Final PS&E – 100% stage. Following incorporation of consolidated City comments and approval of the 90% PS&E, Kimley- Horn will submit final (100% PS&E) for final approval.
Kimley-Horn shall make any revisions/additions necessary to the technical specifications and rough order of magnitude cost estimate corresponding to the addition of the three alleys. This will be added at the 90% completion stage and will also be included at the 100% completion stage. At each alley, we will assume that a new longitudinal gutter will be required where there is an existing longitudinal gutter. Where there is no longitudinal gutter, we will assume that one is needed to convey stormwater to the street flow line. All stormwater flows will mimic the existing condition.
Task 7: Project Management and Meetings
Kimley-Horn will expand our scope of services for Project Management and Meetings in our original contract to provide similar services for the additional alley rehabilitations, project coordination with the team, administration, and set-up and attendance at project meetings.
Assumptions and Exclusions
All assumptions and exclusions will be the same as those noted in the original contract.
