RESOLUTION NO. 24-29
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK
APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT AND
HOME INVESTMENT PARTNERSHIPS PROGRAM FISCAL YEAR
2024/25 ANNUAL ACTION PLAN, AN APPLICATION FOR FUNDING,
AND AUTHORIZING THE CITY MANAGER TO EXECUTE AND
TRANSMIT ALL REQUIRED DOCUMENTS TO THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WHEREAS, the City of Norwalk has prepared the Fiscal Year 2024/25 Annual Action Plan (Plan) pursuant to all requirements of the United States Department of Housing and Urban Development (HUD); and
WHEREAS, The availability of the draft Plan and the Notice of the Public Hearing were published in The Norwalk Patriot and La Opinion and posted at City Hall on February 29, 2024, and March 1, 2024, respectively; and
WHEREAS, the Plan was made available from March 25, 2024 to April 26, 2024 for citizens to review and make comments before the adoption to City Council. Copies of the Plan were made available at City Hall (Community Development Department) and the City website; and
WHEREAS, the Social Services Commission of the City of Norwalk held one (1) study session concerning the Plan on January 4, 2024; and WHEREAS, the City Council of the City of Norwalk conducted a Public Hearing on March 19, 2024 concerning the development of the Plan; and WHEREAS, the City Council of the City of Norwalk conducted a Public Hearing on June 4, 2024 to receive public comment on the Plan; and WHEREAS, proposed CDBG and HOME projects and activities are consistent with the United States Department of Housing and Urban Development’s National Objectives and the goals identified in the 2020-2025 Consolidated Plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1.City Council approves the Fiscal Year 2024/25 Annual Action Plan.
Section 2.The City Manager is authorized to execute and transmit all required documents to the United States Department of Housing and Urban Development.

Section 3.The Mayor, or presiding officer, is hereby authorized to affix his signature to this Resolution signifying its adoption by the City Council of the City of Norwalk and the City Clerk, or her duly appointed deputy, is directed to attest thereto.
