SUBJECT: AWARD OF PROFESSIONAL SERVICES AGREEMENT - MS4 PERMIT COMPLIANCE SERVICES – ENGINEER’S REPORT NO. 24-06
Background:
On November 8, 2012, the Los Angeles Regional Water Quality Control Board (LARWQCB) adopted its fourth Municipal Separate Storm Sewer System (MS4) Permit, LARWQCB Order No. R-201-0175. This MS4 Permit is an extensive document that contains the requirements related to the management of surface water quality in the Los Angeles region.
The City is required to discharge stormwater through its storm drain system within pollutant levels allowable by the regulatory requirements of the State and Regional Water Quality Control Boards. Technical expertise is required to comply with the MS4 as higher water quality standards are set. the required reporting and addressing of potential pollutant discharges, and to avoid the possibility of being in non-compliance with the permit which may result in costly fines. For these reasons, staff recommends the use of a consultant with expertise to manage the complexities of the permit.
On March 8, 2024, staff solicited a Request for Proposals to acquire professional services to provide MS4 permit compliance and support services.
Five proposals were received on April 5, 2024, from the following firms: Bowman Infrastructure Engineers, CASC Engineering and Consulting, John L. Hunter & Associates, Inc., Socal Stormwater Runoff Solutions Services, Inc., and Willdan Engineering.
