SUBJECT: AMENDMENT NO. 1 - PROFESSIONAL SERVICES AGREEMENT - CITYWIDE INSPECTION SERVICES AND RESOLUTION NO. 24-34, BUDGET
AMENDMENT – ENGINEER’S REPORT NO. 24-04
Background:
The Public Services Engineering Division reviews and issues approximately 600 permits per year for various work types within the public right-of-way. Additionally, the City has several capital improvement projects budgeted and scheduled for in the upcoming years involving the rehabilitation of streets, construction of groundwater well systems, replacement of undersized and deteriorated water and sewer lines, and traffic signal installation.
An on-call inspector is required for inspection to ensure compliance with all permitted work, and that the work is conducted in a safe and efficient manner. Field inspection also provides for the citing of non-permitted work and cursory review of traffic controls for the City’s maintenance projects. Additionally, an inspector may assist staff by reviewing construction plans of capital improvement projects, which would minimize potential field conflicts and additional cost during construction.
On July 13, 2021, a Professional Services Agreement (PSA) for the subject services was approved between the City and Onward Engineering. This agreement was extended on June 22, 2022, to expire on June 30, 2024. The PSA is budgeted for $170,000 annually.
During the past two years, the Engineering Division has observed an increase in the number of permit applications and permits being reviewed/issued. To date, the contract amount for these services has been spent prior to the end of the current fiscal year. To ensure the continued support of the on-call inspector services through the remaining months of the fiscal year, staff
