City Council Agenda Report
June 18, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Mario Mera, Engineering Division Manager
Run Chen, P.E., Principal Civil Engineer
Andrew Del Carpio, Assistant Engineer
SUBJECT: AWARD OF PROFESSIONAL SERVICES AGREEMENT – CITYWIDE INSPECTION SERVICES – ENGINEER’S REPORT NO. 24-05
Background:

The Engineering Division issues approximately 600 permits a year for varying work types within the public right-of-way that is performed by utility companies, developers, and residences. In addition, the City has several capital improvement projects programmed for future years that may involve of streets rehabilitation, replacement of undersized and deteriorated water and sewer mains, and installation of traffic signals.

On-call inspection services provided by a qualified firm are necessary to insure compliance and that the work is done properly to construction specifications/codes. Work performed within the public right-of-way requires issuance of an encroachment of permit issued by the Engineering Division as stated above. On-Call inspection services would also catch non-permitted work and cursory review of traffic controls by the City’s maintenance operation. An inspector can also assist staff with reviewing construction plans of the aforementioned capital improvement projects, which could minimize field conflicts or additional cost during construction.

On February 5, 2024, city staff solicited a Request for Proposal (RFP 24-762) for Citywide Inspection Services for FY 24-25 through FY 27-28. On March 7, 2024, 13 proposals were received and reviewed by a panel of city staff. Proposals were reviewed for accuracy, relevant experience, proposed team, and references.
