RESOLUTION NO. 24-28
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK ADOPTING THE PURCHASING POLICY FOR FISCAL YEAR 2024/25
WHEREAS, Government Code sections 54201 et seq. govern purchasing by local government bodies requiring that every local agency adopt policies and procedures to govern their purchases of supplies, equipment, and services; and WHEREAS, the City Council adopted the current Purchasing Policy by Resolution No. 23-29 on June 6, 2023; and
WHEREAS, the Chapter 3.16 of the Norwalk Municipal Code (NMC) permits periodic revision of Purchasing Policy; and
WHEREAS, the attached Exhibit A is the Purchasing Policy for Fiscal Year 2024/25, effective July 1, 2024; and
WHEREAS, the Purchasing Policy for Fiscal Year 2024/25 establishes, among other things, the Purchasing Authority Limit, which rises annually based on the Consumer Price Index; and
WHEREAS, the City Council now desires to institute the attached Purchasing Policy, including setting the adjusted Purchase Authority Limit for Fiscal Year 2024/25.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK
HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1.The City Council of the City of Norwalk does hereby approve the attached Purchasing Policy, which is incorporated by this reference as though set forth in full, as the policy which shall supersede prior policies and shall govern the City of Norwalk’s purchasing functions pursuant to Chapter 3.16, “Purchasing System,” of Title 3, “Revenue and Finance,” of the Norwalk Municipal Code.
Section 2. The Mayor, or presiding officer, is hereby authorized to affix her signature on this Resolution signifying its adoption by the City Council of the City of Norwalk and the City Clerk, or her duly appointed assistant, is directed to attest hereto.
