BY: John P. Ramirez, Director of Community Development
SUBJECT: ONE-WAYS NEIGHBORHOOD REHABILITATION PROGRAM SUMMARY Background:

On July 19, 2022, City Council approved an allocation of $2,000,000 for the One-Ways Neighborhood Rehabilitation Program (Program) to serve a community that has been disproportionately impacted by the COVID-19 pandemic. In August of 2022, staff was hired to develop and administer the Program.

Community outreach commenced in Fall 2022 to promote the Program to the residents in the area. In February 2023, staff hosted three community meetings at the Norwalk Social Services Center to provide program information and application assistance. From March 1-31, the submission period opened to accept applications on a first-come first-serve basis to participate in the Program. Following the end of the submission period, an evaluation committee conducted an in-depth review of 85 applications that consisted of document review and field inspections.

A total of 80 applicants were approved and the following services have been completed:
•Roof Replacement: 56
•Exterior Paint: 14
•Fence Repair/Replacement: 9
•Junk Removal: 1
The One-Ways Neighborhood Rehabilitation Program has remaining funds of $175,000.

Staff will review the initial One-Ways surveys received to reach out to interested property owners for potential rehabilitation assistance to use the remaining funds.
