SUBJECT: PROJECT NO. 7872 - RESOLUTION NO. 24-33 - BUDGET AMENDMENT - AWARD OF CONTRACT FOR – TRANSPORTATION CENTER AND SOCIAL
SERVICES PARKING LOT RESURFACING
Background:
On April 25, 2024, City Staff solicited a Notice Inviting Bids for Project No. 7872, Transportation Center and Social Services Parking Lot Resurfacing (Project). The Project will rehabilitate parking lots for the City’s shared Transportation Center, and the Social Services Center and Alondra Library. The scope of work includes for pavement surface preparation, specific location pavement repairs, pavement resurfacing, and pavement markings restoration.
The City held two pre-bid meetings which included site visits for both project locations. Five contractors attended the first pre-bid meeting held on May 2, 2024. Two contractors attended the second pre-bid meeting held on May 13, 2024. Bids were due on May 20, 2024, at 10 a.m.
Two Bids were received in response to this solicitation.
All American Asphalt: $395,021
MAJ Engineering: $278,983
City staff reviewed bids for accuracy, costs, contractor experience, work on similar projects, and references. The bid submitted by MAJ Engineering was non-responsive. All American Asphalt was the lowest responsible and responsive bid for the Project. As a result, staff recommends awarding the project contract to All American Asphalt of Corona California based on their bid and qualifications. All American Asphalt has recently completed similar projects within the City and nearby cities like Monterey Park, Loma Linda and Ontario.

0 The following is a breakdown of the project’s estimated total cost. Total project costs will include project management and inspection, and City staff involvement:
Construction Cost $ 400,000
Contingency (8%) $ 32,000
Management and Inspection (5%) $ 20,000
Total Estimated Costs: $ 452,000
Construction is scheduled to start in late June 2024 and is expected to be completed by mid- September 2024. The contractor will have 20 working days from issuance of the Notice to Proceed to complete the Project.
Fiscal Impact:
Gas Tax funds have been identified as an available and eligible funding source for the Project.

The recommended action will further the City’s Strategic Plan Goal 2: Work in Partnership with Our Community to Achieve Safe and Livable Neighborhoods; Objective 1: Re-invest in existing and aging infrastructure.
Recommended Action:
Staff recommends City Council:
a. adopt Resolution No. 24-33, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25
PROPOSED BUDGET TO APPROPRIATE AVAILABLE GAS TAX FUNDING TO PROJECT NO. 7872 – TRANSPORTATION CENTER AND SOCIAL SERVICES PARKING LOT RESURFACING, in the amount of $452,000; and b. award a construction contract to All American Asphalt for Project No. 7872, Transportation Center and Social Services Parking lot resurfacing, in the amount of $395,021; and authorize the City Manager to execute the contract, and amendments if it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
