SUBJECT: AGREEMENT AMENDMENT NO. 2 - EMERGENCY STREET LIGHT

MAINTENANCE SERVICE PROVIDERS AND STREET LIGHT POLE

REPLACEMENTS
Background:

In August 2018, the City took ownership of 3,333 existing street light poles citywide that were purchased from Southern California Edison. In September 2019, the City advertised for emergency on-call street light repair, replacement, and maintenance services. Services included but not limited to are: repairs for street light pole knockdowns, exposed or damaged electrical components and wiring, damaged traffic signal cabinets, vandalism and copper wire theft and services requiring an experienced traffic signal technician. The Contractor provides all equipment, materials, vehicles, transportation, personnel, and licenses and certifications necessary to complete the work.

Agreements are based on the contractor’s hourly labor and equipment rates for responding to incidents during normal business hours versus after hours. A 12% mark-up is included for street light poles purchased by the City, stored and installed by the contractor. The contractor will be required to respond to any emergency knockdown within 45 minutes. On an annual basis, the City budgets for these services, in addition to the costs for purchasing replacement street light poles, street light fixtures and bulbs, and traffic signal and other related supplies and materials.

Due to the nature of emergency response services, and availability of contractors, staff recommended entering into agreements with two contractors. If City staff are not able to reach the primary contractor, or they are not able to respond within the timeline, the secondary contractor is contacted. In October of 2019, City Council approved agreements with Siemens Mobility Inc. of Riverside (now Yunex LLC “Yunex”) as the primary contractor and Computer Service Company (now Crosstown Electrical and Data Inc. “Crosstown”) as the secondary

2 contractor for emergency on-call services. The initial agreement term was from the effective date through June 30, 2021, with the option to extend for two additional one-year periods through June 30, 2023. Services provided by Yunex and Crosstown have been essential with handling of streetlight and traffic signal related repairs, replacements, and maintenance needs. Due to this, term of their agreements were extended to June 30, 2024.

Extending the agreement terms for services with Yunex and Crosstown for fiscal year (FY) 2024/25 allows them to address the City’s current open work orders with existing street light poles in stock and assist City staff with future emergencies that may arise.

For information, 27 street light poles have been damaged/knocked down and 18 of them have been replaced to date.

Fiscal Impact:

Costs for these services will vary depending on the personnel and equipment needed, time spent to complete the work, and pricing of street light poles and materials needed. Estimated expenditures for both Yunex and Crosstown are included in the approved FY 2024/25 Public Services General Fund budget in the amount of $515,000.
