SUBJECT: AGREEMENT – CAPITAL BUS TIRE LEASING SERVICES FOR NORWALK
TRANSIT SYSTEM
Background:
On February 1, 2024, the City issued a Request for Proposal (RFP) No. 24-736 for Bus Tire Leasing Services for Norwalk Transit System (NTS). Two proposals were received from the following vendors: (1) The Goodyear Tire and Rubber Company (Goodyear); and (2) Bridgestone Americas Tire Operations, LLC (Bridgestone). Each firm’s proposal was evaluated in keeping with RFP requirement criteria including, qualifications, experience, detailed work plan & schedule, proposed project team, organization, price, and completeness of RFP documents:
Firm Total Score
1 The Goodyear Tire & Rubber Co, 96%
2 Bridgestone Americas Tire Operations, LLC 73%
NTS staff reviewed the proposals and determined Goodyear was the most responsive and responsible proposal based on their extensive experience, qualifications, technical capacity, and resources to provide the required services. As the current incumbent, Goodyear has made a commitment to ensure that all services and tires continue to meet or exceed federal and state requirements; and that safety and fleet availability is not compromised.

6 Fiscal Impact:
Funding for the first year of the capital lease agreement, in the amount of $88,000, is included in the adopted Fiscal Year 2024/25 Transportation Department budget. There is no impact to the City’s general fund as the Capital Tire Lease Program is funded by the Federal Transit Administration Section 5307 Grant funds for 80% of the cost and the remaining 20% is funded with Proposition A Local Return funds.
