Background:
The Engineering Division (ED) is currently experiencing a surge in activities which include several new street projects funded with various funds such as Senate Bill (SB)1, Measure M and R Bonds; numerous Federally funded Traffic Signal Improvement Projects; City Council priorities such Firestone Bridge Widening Project, and multiple park improvements citywide. On November 18, 2021, a Professional Services Agreement was awarded to Mario Mera Consulting (consultant) to provide project management support and services for the ED augmenting staff. On May 2, 2023, an Amendment to the agreement was approved to provide management assistance of the ED through June 30, 2024.
To ensure continuous successful management of the ED, staff recommends an amendment to the agreement with the consultant to continue to provide management assistance of the ED, and all other terms of the agreement remain in effect through June 30, 2027. Consultant’s work shall be under the direction of the Director of Public Services/City Engineer (Director).
The Consultant will continue to provide supervision assistance over the ED, and shall: provide technical and functional assistance, including para-professional, technical, and assistance in support of the ED; assist in the preparation, coordination, and management of the ED operating and capital improvement budgets; assist in evaluation of needs for and developing plans and schedules for long-range Public Services projects; assist in the development and implementation of the City’s budget and Capital Improvement Program; may act as ED liaison (as needed) with other governmental agencies assisting in the development, planning, design, and construction administration of cooperatively funded projects and programs; and regularly provide statuses/updates on a timely basis to the Director of Public Services/City Engineer to effect proper decision-making.

2 Based on project scheduling (design, construction, and close out efforts), the required management assistance of Engineering Division efforts, programs, and existing staff, management/support services are anticipated to extend through June 30, 2025.
Fiscal Impact:
This amendment shall extend the contract through Fiscal Year (FY) 2024/25 for an additional cost of $297,600, which is included in the FY 2024/25 budget.

Recommended Action:
Staff recommends City Council approve Amendment No. 4 to the Agreement with Mario Mera Consulting, to continue providing management assistance of the Engineering Division, in a total contract amount not to exceed $297,600, annually for up to three years, including an annual cost of living rate increase, and two optional one-year extensions; and authorize the City Manager or his designee to execute the contract and any amendment, if within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
