During the past 25 years, TRA has assisted many public agencies, including cities, counties, state, school districts and Federal agencies throughout California with their strategic real estate needs, including: the development of public service buildings, negotiating and structuring acquisitions, sales and property exchanges, providing asset management solutions and interfacing with developers, community groups and other property owners to originate and implement mutually beneficial results for both. In addition, they provide expert witness and development consultant services for Caltrans in real estate matters, and have extensive experience in eminent domain matters.

On June 4, 2018 the City entered into an agreement with TRA to provide development and construction services for outdoor billboard signs. The services included, among other tasks, the following tasks: a base map of existing billboard signs on interstates, a short report on opportunities and constraints for each identified site (existing and proposed) with strategies for each and a base map of existing billboard signs on surface streets. A priority list of locations for new digital LED billboard signs with a timeline and schedule to obtain approvals for each and work with a sign company to develop, construct, and operate a new LED sign was also provided. Furthermore, TRA assisted in developing and implementing a Development Agreement with Evergreen Media, as well as interfaced with Caltrans Outdoor Advertising Division regarding the permitting process for the Firestone Billboard.
