City Council Agenda Report
July 16, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Janet Welde, Senior Management Analyst
SUBJECT: AGREEMENT – REAL-TIME DIGITAL SIGNAGE FOR NORWALK TRANSIT SYSTEM’S BUS STOPS
Background:

Norwalk Transit System (NTS) is seeking to participate in a cooperative agreement with Tolar Manufacturing, Inc. via the California Association for Coordinated Transportation (CalACT) and the Morongo Basin Transit Authority (MBTA) solicitation entitled “Request for Proposal (RFP) No. 21-01 Joint Procurement for Bus Shelters and Accessories” to purchase twenty-seven (27) Waysine Real-Time Digital Signs. In keeping with NTS’ Bus Stop Equity Project, the signs will be installed in various NTS’ bus stops on Route 1 and 4 within the City limits.

The Federal Transit Administration (FTA) encourages grant recipients to procure goods and services jointly with other recipients or participate in purchasing cooperatives to obtain better pricing through larger purchases.

The execution of a Cooperative Agreement will allow procurement of twenty-seven Waysine Real-Time Digital Signage from Tolar Manufacturing, Inc. for scheduled delivery of eight weeks from receipt of Purchase Order.

Fiscal Impact:

The total estimated cost of $249,110.98 will be funded through FTA grant funds ($199,289) and Proposition A Local Return matching funds ($49,822) which are included in the adopted FY 2024/25 Transportation Department budget. There is no impact to the General Fund.
