RESOLUTION NO. 24-43
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK AUTHORIZING AN AMENDMENT TO THE FISCAL YEAR 2024/25
ADOPTED BUDGET TO APPROPRIATE AVAILABLE PROPOSITION C
FUNDING FOR THE CITYWIDE PAVEMENT MANAGEMENT PROGRAM
UPDATE
WHEREAS, the Los Angeles County Metropolitan Transportation Authority (METRO) and the State of California requires cities within Los Angeles County to have a Pavement Management Study (PMS) in place and update it every three years to qualify for certain federal, state, and local funding programs such as Propositions A and C and Measures M and R; and
WHEREAS, the PMS provides a systematic approach to monitoring, managing, and improving the condition of roadway pavement in a cost-effective manner at the most appropriate locations; and
WHEREAS, a PMS update is typically conducted on a three-year cycle to reflect changes in pavement conditions, pavement maintenance histories, and maintenance strategies based upon budgetary constraints; and
WHEREAS, the last PMS update was completed by Bucknam Infrastructure Group, Inc. (Bucknam) in September 2020; and
WHEREAS, in December of 2023, City Council approved an amendment to Bucknam’s agreement to update the City’s PMS over a three-year term, along with funding for Fiscal Year 2023/24; and
WHEREAS, funding is not included in the approved budget for Fiscal Year 2024/25, and Proposition C funding is available and eligible to cover costs for the PMS update; and
WHEREAS, City Council desires to amend the FY 2024/25 Budget to allocate $59,840 of available Proposition C funds to cover costs for the PMS update.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1. The City Manager is authorized to make the following appropriation and prepare the necessary budget amendment for the following account:

Section 2. The Mayor, or presiding officer, is hereby authorized to affix her signature to this Resolution signifying its adoption by the City Council of the City of Norwalk and the City Clerk, or her duly appointed deputy, is directed to attest thereto.
