City Council Agenda Report
August 6, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen W.C. Kau, P.E., Director of Public Services/City Engineer Gabriela Garcia, Senior Management Analyst
SUBJECT: AGREEMENT AMENDMENT NO. 11 – PARKING MANAGEMENT SERVICES – EXTENDING TERM TO JUNE 30, 2025 AND AMENDING LANGUAGE
Background:

On June 17, 2003, the City and Parking Concepts Incorporated (PCI) entered into an agreement to perform parking management services for the parking lots and parking structure associated with the City’s Civic Center area. As allowed for in the agreement, the term of the agreement has been extended for additional periods with Amendment No. 10 having expired on June 30, 2024.

PCI is requesting an increase for Fiscal Year (FY) 2023/24 for their supervisor rate and cashier rate, but is keeping the monthly base fee the same as Fiscal Year 2023/24.

Description FY 2023/24 FY 2024/25
Supervisor Hourly Rate (1 staff) $ 24.64 $ 26.40 Cashier Hourly Rate (2 staff) $ 19.46 $ 22.95 Monthly Base Fee $ 4,693.00 $ 4,693.00 Additionally, language has been added to this proposed amendment to incorporate changes to the operation when the City Hall Lawn/Entertainment District project breaks ground.

Compensation will remain the same until the service for the City Hall parking lot is no longer required. At that time, the City will be charged for one full time attendant, instead of two, an approximate savings of $3,000 monthly. The monthly base fee will also decrease by 30%, for a new monthly base fee of $3,285. The City is also charged approximately $500 a month for credit card fees.

3 To date, PCI has performed their duties in a superior manner with high regard to customer service and owner loyalty. PCI’s knowledge and expertise in the parking services business is highly regarded and a valuable tool as the City strives to provide the most efficient parking in the Civic Center area.

As there is a need to continue performing parking management services for the Civic Center area, staff is requesting City Council authorize continued service utilizing PCI for parking management services for an additional one-year term, to expire on June 30, 2025, reducing compensation when construction begins. The City may terminate the agreement, without cause, upon 30-days written notice.

Fiscal Impact:

The FY 2024/25 budget includes $185,000 in the Parking Structure budget for the continuation of this contract service.
