SUBJECT: ADVISORY BODY APPOINTMENTS
Background:
With the exception of the Planning Commission (which is commensurate with the appointing Councilmember’s term) and five members of the Art in Public Places Commission (which is established in the Norwalk Municipal Code), Advisory Body terms are for two years following a City election. Advisory Body terms are from January 1, of odd years to December 31, of even years.
There are vacancies on several Advisory Bodies: Art in Public Places (5), Community Promotion (1), Historical Heritage (4), International Friendship (5), Senior Citizens (2), Social Services (1), and the Youth Commission (all 15). The Youth Commission does not have any members at this time. The age range for the Youth Commission is between 13 to 18 years of age. Each City Councilmember has three appointments.
Three of the vacancies on the Art in Public Places Committee are appointed based on Norwalk Municipal Code §15.44.060, and require consensus of the entire City Council. Those positions are: one at-large Community Representative, one Outside Authority with Expertise in Art, and Business/Community College Representative. Luis Vega, Norwalk High School art teacher has submitted an application to fill the position of Outside Authority with Expertise in Art. Staff recommends that City Council make the appointment as Mr. Vega is a talented artist and would be a valuable addition to the Art in Public Places Committee.

4 Citizens Advised:
Citizens are notified of Advisory Body vacancies through posting of vacancy notices and the Advisory Body term list, both of which are posted on the City’s website and at City Hall.

Recommended Action:
Staff recommends City Council appoint Luis Vega to serve as the Outside Authority with Expertise in Art to the Art in Public Places Committee and make appointments to other Advisory Bodies to fill the vacancies on the various Advisory Bodies for two-year terms expiring on December 31, 2024.
