SUBJECT: APPROVE EMERGENCY WORK FOR CECILIA STREET SPEED HUMP INSTALLATION - PROJECT NO. 7872 - TRANSPORTATION CENTER AND

SOCIAL SERVICES PARKING LOT RESURFACING
Background:

On June 18, 2024, City Council awarded a contract in the amount of $395,021 to All American Asphalt (AAA) for Project No. 7872, Transportation Center and Social Services Parking Lots Resurfacing. The project rehabilitated parking lots at the City’s Transportation Center, the Social Services Center, and Alondra Library. Work scope includes for pavement surface preparation, specific location pavement repairs, pavement resurfacing, and pavement markings restoration.

All above work has been satisfactorily completed as of September 19, 2024.

At its’ regularly scheduled August 6, 2024, meeting, City Council approved the installation of speed hump(s) and associated equipment for Cecilia Street between Orr and Day Road and Fairford Avenue. The installation of the speed humps is to increase safety, heighten driver awareness and provide a safer driving experience.

As mentioned in August, with the I-5 freeway improvements completed, more vehicle volume is being experienced upon the freeway. This itself creates a scenario of “cut-through” traffic, which is as freeway traffic becomes more congested, drivers are seeking alternate routes to their destinations. These alternate routes typically traverse through residential streets that are adjacent to the freeway to get around the freeway congestion and then routed back onto the freeway. The cut-through traffic typically occurs during rush hours of a working day. The drivers are typically in a hurry and driving at higher than posted speed limits.

To quicken the installation of speed humps and associated equipment sooner, staff utilized the subject project contractor to procure the speed hump materials, prepare the roadway surface and install the speed humps and appurtenances on Cecilia Street. Logistics were involved for speed humps materials delivery and was considered to affect a better work schedule to complete the speed hump installation sooner. The estimated costs for the above-described work (materials, labor & inspection) is $140,000.

Speed hump materials have a typical four-to-six-week delivery time from order placement.

Pavement resurfacing (slurry seal) requires advance preparation work (herbicide spraying, crack seal) prior to slurry seal application, then followed by pavement marking restoration. Work will be coordinated such that pavement resurface work will occur in advance of speed hump delivery.

This ensures the slurry seal has adequate time to set. Estimated time for pavement resurface and speed hump installation to complete is four-to-six weeks by mid November 2024 or sooner.

Fiscal Impact:

Gas Tax funds have been identified as available and eligible funding source for this work.
