City Council Agenda Report
October 15, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Allan Perdomo, Director of Recreation and Park Services SUBJECT: RESOLUTION NO. 24-54 – APPROVAL OF THE COUNTY OF LOS ANGELES

REGIONAL PARK AND OPEN SPACE DISTRICT MEASURE A FUNDING Background:

In 1992 and 1996, Los Angeles County voters approved two local parks funding measures called Proposition A. The 1992 Proposition A created the Regional Park and Open Space District (RPOSD) and generated annual revenue of $52 million until its expiration in 2015. The 1996 Proposition A generated $28 million annually and expired in 2019. Since 1992, RPOSD awarded grant funds for more than 1,500 projects for parks, recreational, cultural, and community facilities, beaches, and open spaces throughout the county.

The Safe, Clean Neighborhood Parks, Open Space Beaches, Rivers Protection, and Water Conservation Measure, or Measure A, was developed to meet current and future park needs throughout the County of Los Angeles. A Countywide Parks and Recreation Needs Assessment was completed in 2015, and the ballot measure was approved by voters in 2016, including formula-based allocations to agencies throughout the study area and competitive grants open to public agencies, non-profit organizations, and schools. In order to apply for and accept Measure A funds, RPOSD requires a resolution from the City of Norwalk. Staff has prepared for consideration Resolution No, 24-54 authorizing the City to submit grant applications for Measure A funding. An agreement is also required, which has been prepared and attached.

Fiscal Impact:

This agreement and resolution have no fiscal impact. The use of the City’s Measure A allocation does not require matching funds.
