SUBJECT: 605 ALL STAR BAND PARADE REHEARSAL – REQUEST TO CLOSE

STREETS
Background:

The 605 All Star Band (Band) which is comprised of high school students from the Southeast Los Angeles area including Norwalk and John Glenn High Schools, is scheduled to participate in the 2025 Rose Parade in Pasadena. The Band is requesting a practice parade utilizing streets within Norwalk on December 22, 2024 to rehearse. This parade will allow the band to test their readiness for the parade route and refine logistics in advance of the main event. The event will require the City to provide support in the form of road closures along the designated parade route to ensure the safety of participants and the public. Emergency Services will be needed to manage traffic control, enforce closures, and address any safety concerns during the event.

Additionally, Public Services staff will be needed for setting up and removing barricades, signage, and other traffic management tools. The practice parade will also require the City and County to provide any necessary permits.

The band will depart from and return to John Glenn High School, traveling along Shoemaker Avenue, Foster Road, Bloomfield Avenue, Volunteer Avenue, and Civic Center Drive, covering approximately three miles. Traffic safety equipment will be set up by contractors and Public Services starting at 8:00 AM on the day of the event and will be removed by 6:00 PM.

To minimize disruptions to residential neighborhoods off Foster Road, those streets will remain open unless the band is actively passing through. For safety reasons, hard closures will be implemented along Bloomfield Avenue and Civic Center Drive. Public Safety will coordinate with Norwalk Manor, Norwalk Hospital, and the Youth Authority Facility to ensure uninterrupted access.
