RESOLUTION NO. 24-60
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK APPROVING
AMERICAN RESCUE PLAN INTERAGENCY MEMORANDUMS OF
UNDERSTANDING TEMPLATE
WHEREAS, the 2021 American Rescue Plan Act (“ARPA”) provided $28,046,746 million to the City from the Coronavirus State and Local Recovery Fund (“SLFRF”), which consists of the Coronavirus Local Fiscal Recovery Fund (“CLFRF”) (hereinafter, collectively, called “ARPA funding”); and WHEREAS, the U.S. Department of Treasury outlines the specific requirements for use of ARPA funding, requiring recipients to obligate funding by December 31, 2024; and WHEREAS, use of an Interagency Memorandum of Understanding between the City and various internal departments is an allowable mechanism of obligating funds; and WHEREAS, the City Council desires to enter into Interagency Memorandums of Understanding with the following departments using the template included as Exhibit A attached hereto:
•Public Communications for ARPA Project No. 1.7C1219 Enhanced Public Communication Efforts, and ARPA Project No. 1.7C5219 Cable Equipment Upgrades. •Public Safety for ARPA Project No. 1.7C6219 Emergency Operations Center Upgrades, and ARPA Project No. 1.7C8219 Security & Safety Improvements at City Hall. •Community Development for ARPA Project No. 2.15219 Affordable Housing Fund, and ARPA Project No. 2.361219 Wayfinding Signage.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1.The City Council authorizes entering into the Interagency Memorandums of Understanding with the departments and the projects listed above utilizing the template as shown in Exhibit A.
Section 2. The Mayor, or presiding officer, is hereby authorized to affix her signature to this Resolution signifying its adoption by the City Council of the City of Norwalk and the City Clerk, or her duly appointed assistant, is directed to attest thereto.
