City Council Agenda Report
December 3, 2024
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Carina Montes, Director of Human Resources/Risk Manager SUBJECT: EMPLOYEE MENTAL HEALTH BREAK – CLOSURE OF SOME CITY OPERATIONS FROM DECEMBER 23 TO DECEMBER 27, 2024
Background:

City Executive Team Members have discussed the proposed closure of City Hall and other City facilities from Monday, December 23 through Friday, December 27, 2024, pending City Council approval. Some essential City services departments, such as Public Safety, Public Services, Transportation, Recreation, and Social Services, will remain open.

Full-time employees will receive 35 hours of mental health break in their leave bank, and part- time employees will receive 12 hours. Any staff working at City Hall or other City facilities scheduled for closure during that period will utilize the hours received in the leave bank.

Employees who continue to work during the closure may utilize the mental health break leave hours from Monday, December 23, through Monday, June 30, 2025. Any unused mental health leave bank hours balance will be forfeited if not used by June 30, 2025.

Fiscal Impact:

There is no direct fiscal impact for the full-time employees. Historical information indicates that the number of unused vacation hours paid out did not increase due to winter closure. Based on prior fiscal years’ vacation payout results, in Fiscal Year 2022/23, a total of 88 full-time employees, or 6,690 hours, and in Fiscal Year 2023/24, 84 employees, or 6,351 vacation hours, were paid out.

Part-time employees estimated fiscal impact is approximately $70,000, of which approximately $13,000 is in Transportation.
