RESOLUTION NO. 24-67
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORWALK
AUTHORIZING AN EXEMPTION TO BIDDING PROCESS AND AN
AMENDMENT TO THE FISCAL YEAR 2024/25 ADOPTED BUDGET TO
APPROPRIATE FUNDS FOR AN UPDATE TO THE URBAN FOREST
MANAGEMENT PLAN
WHEREAS, the City of Norwalk is committed to maintaining transparency, efficiency, and fiscal responsibility in its procurement processes; and WHEREAS, NMC 3.16.070(F) authorizes the City Council, by resolution, to exempt a procurement from the competitive bidding process upon a finding by the purchasing authority that such exemption is in the best interest of the City; and WHEREAS, the Urban Forest Management Plan and Tree Update is deemed critical to the City’s operations and public interest, and conducting a competitive bidding process would not serve the best interest of the City due to West Coast Arborists holding all existing tree data and is uniquely positioned to perform the required services with a high degree of continuity and accuracy; and
WHEREAS, the City Council desires to amend the FY 24/25 budget to allocate $76,454 of general fund money to complete the Urban Forest Management Plan and Tree Update.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NORWALK HEREBY DETERMINES, FINDS, AND RESOLVES AS FOLLOWS:
Section 1. The City Manager is authorized to make a bidding exemption and execute an agreement with West Coast Arborists for an Urban Forest Management Plan and Tree Inventory Update.
Section 2.The City Manager is authorized to make the following appropriation and prepare the necessary budget amendment for the following account:
