DECEMBER 10, 2024
Mayor Rios called the special meeting to order a t 6:09 p.m. in the Council Chambers, 12700 Norwalk Boulevard, Norwalk, California . City Council was present in its en tirety with Councilmembers Perez, Ramirez, and Valencia, Vice Mayor Ayala, and Mayor Rios responding to roll call . Also present were Jesus M. Gomez , City Manager ; Gloria V.
Ramirez, Deputy City Attorney; and Theresa Devoy, City Clerk.
The invocation was delivered by Dr. Bojorquez, New Creation Church ; followed by the flag salute, led by Mila Alessandra Rios Peregrina, Kennedy STEM Academy.
Mayor Rios acknowledged dignitaries in attendance.

RESOLUTION NO. 24 -63 – RESULTS OF THE GENERAL MUNICIPA L ELECTION HELD NOVEMBER 5, 2024
Following a report presented by Theresa Devoy, City Clerk, Vice Mayor Ayala moved and Mayor Rios seconded to adopt Resolution No. 24 -63, A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF NORWALK RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024, DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:
AYES: Councilmembers Perez, Ramirez, and Valencia, Vice Mayor Ayala, and Mayor Rios

2 OUTGOING MAYOR’S COMMENTS
Mayor Rios shared her pride for growing up in Norwalk and now serving on the City Council and thanked all in attendance. Recognized former Mayors, dignitaries, advisory body commissioners, family, friends, and residents in attendance, and thanked all fo r their efforts and support throughout the year. She expressed gratitude towards all those who presented. A brief video was shared highlighting the City’s accomplishments over the year.
COUNCILMEMBER COMMENTS
Councilmembers Perez, Ramirez, and Valencia, and Vice Mayor Ayala thanked their families, friends, dignitaries, residents , and staff for their support ; expressed that they were looking forward to the achievements for the upcoming year ; and thanked the Mayor for her year in leadership.
CITY COUNCIL REORGANIZATION
Ms. Devoy declared that nominations were in order for a member of City Council to serve as Mayor for the upcoming year. Mayor Rios moved and Councilmember Perez seconded to nom inate Vice Mayor Ayala to serve as Mayor for the upcoming year.

Mayor Ayala opened nominations for a member of the City Council to serve as Vice Mayor for the upcoming year. Councilmember Valencia moved and Councilmember Ramirez seconded to n ominate Councilmember Perez to serve as Vice Mayor for the upcoming year. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:

Councilmember Ramirez moved and Vice Mayor Perez seconded to confirm Councilmember Ramirez’ re-reappointment of Lisa Vernola-Salas, and Councilmember Rios moved and Vice Mayor Perez seconded to confirm C ouncilmember Rios’ re- appointment of Rosa Barragan , to serve as Planning Comm issioners for four -year terms. MOTION CARRIED BY THE FOLLOWING ROLL CALL VOTE:
