SUBJECT: 605 ALL STAR BAND PARADE REHEARSAL – REQUEST TO CLOSE
STREETS
Background:
The 605 All Star Band (Band) which is comprised of high school students from the Southeast Los Angeles area including Norwalk and John Glenn High Schools, is scheduled to participate in the 2025 Rose Parade in Pasadena. The Band is requesting a practice parade utilizing streets within Norwalk on December 22, 2024 to rehearse. This parade will allow the band to test their readiness for the parade route and refine logistics in advance of the main event. The event will require the City to provide support in the form of road closures along the designated parade route to ensure the safety of participants and the public. Emergency Services will be needed to manage traffic control, enforce closures, and address any safety concerns during the event.
Additionally, Public Services staff will be needed for setting up and removing barricades, signage, and other traffic management tools.
The parade route has been changed to accommodate new requirements for the Rose Parade and has been approved by both the band director(s) and the City. The Band will convene at Hollifield Park and proceed west on Excelsior Drive and South on Norwalk Boulevard. To ensure the safety of participants, road closures at Alondra Boulevard & Norwalk Boulevard, Norwalk Boulevard & Excelsior Drive, and Excelsior Drive & Bloomfield Ave will be necessary as well as a no parking area on Norwalk Boulevard beginning at 8 AM on the day of the event. Road closures will begin at 10 AM and remain in place until 4 PM. Hayford Street, Lowemont Street, Barnwall Street are one-way, east-bound streets that will temporarily be reversed to allow entry and exit from the west. Residential impact will be minimal as other means of entry and exit are available without the need for traffic engineering.
If approved, flyers to impacted neighborhoods would be distributed on December 18 by volunteers and traffic message boards will be placed in the area on December 20.
