BY: Carina Montes, Director of Human Resources/Risk Manager SUBJECT: RESOLUTION NO. 24-65 - REPORTING OF THE EMPLOYER’S
CONTRIBUTION FOR MANAGEMENT UNIT EMPLOYEES UNDER THE
PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT
Background:
The Public Employees’ Medical and Hospital Care Act (also known as PEMHCA) requires that City Council adopt a resolution each year giving the California Public Employees’ Retirement System (CalPERS) authority to accept payment from the City for the city-paid portion of management employee medical insurance premiums.
Per the Memorandum of Understanding between the City of Norwalk and the Norwalk Association of Management Employees, the City shall contribute the highest family plan rate as designated by CalPERS for the acquisition of health benefits. Annually, upon receiving new premium rates from CalPERS for the following benefit year, the City Council adopts a resolution that adjusts the maximum health plan contribution. The attached resolution will adjust the monthly maximum health plan contribution for current and retired management employees and City Council for the period beginning January 1, 2025, and ending December 31, 2025, from $2,941.82 to $3,285.70.
Fiscal Impact:
The fiscal impact of this increase is included in the Fiscal Year 2024/25 budget.
