SUBJECT: PROJECT NO. 7452 - ADVANCED METER INFRASTRUCTURE METER
PURCHASE
Background:
“WaterSMART Water and Energy Efficiency Grants” is a category of grant funding made available through the United States Bureau of Reclamation (USBR) to support projects focused on planning, and implementing actions, for increasing water supply sustainability through investments in existing infrastructure and attention to addressing local water issues.
More specifically, funding is for projects that seek to conserve and use water more efficiently and accomplish other benefits that contribute to water supply sustainability for Fiscal Year (FY) 2023 and 2024 (Notice of Funding Opportunity No. R23AS00008). On August 16, 2022, City Council approved Resolution No. 22-48 as a commitment to financial and legal obligations for grant funding assistance from the USBR for an amount of $492,952 (48%), with a matching City obligation of $530,091 (52%) over a two-year term.
Funding will offset costs to replace over 477 manual water meters under the City’s Advanced Meter Infrastructure (AMI) Municipal Water Meter Upgrade Program Project (Project No. 7452).
Project No. 7452 will replace manual water meters with AMI meters and equipment, water service connections, and associated street restoration. USBR funding, and City matching funds totaling $1,023,043 must be expended prior to September 30, 2025.
Water meters, associated equipment appurtenances, and software for the City’s AMI system are manufactured and supported exclusively by Badger Meters, Inc. requiring a sole sourced purchase in the amount of $175,000. The remainder of the grant will fund construction and
