SUBJECT: PROJECT NO. 7920 - AWARD OF CONTRACT - CONSTRUCTION AND
CONSTRUCTION SUPPORT SERVICES FOR LOCAL STREETS
REHABILITATION PROGRAM - ZONE 28 (NORTH), ENGINEER'S REPORT NO. 25-02
Background:
On December 16, 2024, staff solicited for construction bids for the Local Streets Rehabilitation Project No. 7920. The project area is located within City Pavement Management Zone 28 (North) bounded by Excelsior Dr to the north, Norwalk Blvd to the east, Alondra Blvd to the south, and Pioneer Blvd to the west.
The project work scope involves slurry sealing, crack sealing, signage, striping, traffic loops, and traffic control.
On January 23, 2025, the City received ten bids, but four of them were deemed non-responsive.

The Engineer’s Estimate for the project is $1,289,530.
Staff reviewed the bids, evaluating accuracy, costs, experience, and references. As a result, staff recommends awarding the project to the apparent lowest responsible and responsive bidder, Dash Construction Company, Inc. (contractor), based on their pricing and qualifications.
The following is an estimated cost breakdown of the estimated total project costs:
Construction Cost $ 1,350,456.00
Contingency (15%) $ 202,568.40
Administration (1.5%) $ 20,256.84
Total Estimated Cost: $ 1,573,281.24
From the award date, the estimated start date is March 2025, and the contractor has 20 working days to complete the project from issuance of the Notice to Proceed.
Fiscal Impact:
Project expenditures are funded through Fiscal Year 2024/25 approved/available Measure M Bond proceeds. No General Fund Monies are used for this project. Unexpended funds are available for reprogramming.

Strategic Plan 2023 Implementation:
The recommended action will further the City’s Strategic Plan Goal 2: Work in Partnership with Our Community to Achieve Safe and Livable Neighborhoods; Objective 1- Re-invest in existing and aging infrastructure.
Recommended Action:
Staff recommends City Council award a contract to Dash Construction Company, Inc. in the amount of $1,573,281.24 for construction of Project No. 7920, Local Streets Rehabilitation for Zone 28 (North); and authorize the City Manager to execute the contract with any amendments, provided there is funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
