February 18, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: James C. Parker, Executive Director of Regional Transportation Theresa Clark, Transit Administration Officer
Miguel Garcia, Fleet Maintenance Manager
Janet Welde, Special Projects Coordinator
SUBJECT: AWARD OF CONTRACT – RENTAL AND CLEANING OF UNIFORMS AND

RELATED PRODUCTS
Background:

The City of Norwalk provides rental uniforms and cleaning services for uniforms for the Transportation Department’s Equipment Maintenance Mechanic and Equipment Service Helpers, as well as related items including entry mats, cleaning cloths, etc. Currently, Unifirst Corporation (Unifirst) provides these services for both Transportation Department staff and Public Services Maintenance Workers by means of a cooperative agreement. Unifirst’s current service agreement expires on May 31, 2025. The Transportation Department is seeking to execute their own service agreement for rental and cleaning of uniforms and other related products with Cintas Corporation (Cintas) via cooperative agreement from the State of California, Department of General Services (DGS) Procurement Division, Invitation for Bid (IFB) 524994.

DGS allows participating cities and various government agencies to enter into agreements as members and take advantage of large quantity bids and Request for Proposals nationwide.

Cintas would provide Flame Resistant (FR) uniforms for the Equipment Maintenance staff along with entry mats, cleaning cloths and related items. The National Fire Protection Association (NFPA) as well as Occupational Safety and Health Administration (OSHA) requires that employees wear FR protective apparel whenever there is a possibility of exposure to electric arc flashes or blasts. The Transportation Department has nine Battery Electric Buses (BEBs); therefore, Equipment Maintenance staff are required to transition to FR uniforms. Cintas provided a quote for FR uniforms for $318.78. The contract with Cintas would end June 30, 2027, with two optional one- year extensions.
