CONSTRUCTION SUPPORT SERVICES FOR LOCAL STREETS
REHABILITATION PROGRAM - ZONE 7, ENGINEER'S REPORT NO. 25-01 Background:
On July 5, 2024, staff solicited for construction bids for the Local Streets Rehabilitation Project No. 7934. The project area is located within City Pavement Management Zone 7 bounded by Norwalk Boulevard to the east; and Imperial Highway to the south.
The project work scope will improve roadway surface conditions through a cape seal rehabilitation method. The rehabilitation method employed depends on the current pavement condition as determined by the design consultant. All pavement markings (striping, legends, crosswalks, etc.) will be restored following paving operations. Crosswalks will be upgraded to the continental standard where applicable for enhanced pedestrian safety.
On August 5, 2024, the City received two bids with the following results:
Ranking Contractors Calculated Amount
1 Manhole Adjusting, Inc. $ 968,669.90
2 All American Asphalt $ 994,560.00
The Engineer’s Estimate for the project is $801,431.
Staff reviewed the bids, evaluating accuracy, costs, experience, and references. As a result, staff recommends awarding the project to the apparent lowest responsible and responsive bidder, Manhole Adjusting, Inc. (contractor), based on their pricing and qualifications.
