SUBJECT: PROJECT NO. 7933 - AWARD OF CONTRACT - CONSTRUCTION SERVICES
FOR EXCELSIOR DRIVE BETWEEN STUDEBAKER ROAD AND PIONEER BOULEVARD, ENGINEER'S REPORT NO. 25-03
Background:
On October 14, 2024, staff solicited for construction bids for Excelsior Drive between Studebaker Road and Pioneer Boulevard Project No. 7933. The project area is located between Studebaker Road and Pioneer Boulevard and is bounded south of Zone 21 and north of Zones 26 and 27.
The project work scope involves slurry sealing, crack sealing, signage, striping, traffic loops, and traffic control.
On November 1, 2024, the City received six bids with the following results:

The Engineer’s Estimate for the project is $645,000.
Staff reviewed the bids, evaluating accuracy, costs, experience, and references. As a result, staff recommends awarding the project to the apparent lowest responsible and responsive bidder, R.J. Noble Company (contractor), based on their pricing and qualifications.
The following is an estimated cost breakdown of the estimated total project costs:
Construction Cost $ 613,748.00
Contingency (15%) $ 92,062.20
Administration (1.5%) $ 9,206.22
Total Estimated Cost: $ 715,016.42
From the award date, the estimated start date is March 2025 or sooner, and the project has 30 working days to complete from issuance of the Notice to Proceed.
Fiscal Impact:
Project expenditures are funded through Fiscal Year 2024/25 approved/available Measure M Bond proceeds. No General Fund Monies are used for this project. Unexpended funds are available for reprogramming.

Strategic Plan 2023 Implementation:
The recommended action will further the City’s Strategic Plan Goal 2: Work in Partnership with Our Community to Achieve Safe and Livable Neighborhoods; Objective 1- Re-invest in existing and aging infrastructure.
Recommended Action:
Staff recommends City Council award a contract to R.J. Noble Company in the amount of $715,016.42 for construction of Project No. 7933, Excelsior Drive between Studebaker Road and Pioneer Boulevard; and authorize the City Manager to execute the contract with any amendments, provided there is adequate funding in the budget and it is within the City Manager’s signing authority, on behalf of the City, in a form approved by the City Attorney.
