SUBJECT: 2024 NORWALK GENERAL PLAN AND HOUSING ELEMENT ANNUAL
PROGRESS REPORT
Background:
Government Code Section 65400(a)(2) requires that an annual General Plan and Housing Element progress report be provided to the legislative body, the Governor’s Office of Land Use and Climate Innovation (LCI), and the Department of Housing and Community Development (HCD). The purpose of the report is to discuss the City’s progress in implementing the General Plan, meeting its share of regional housing needs, and removing governmental constraints to the maintenance, improvements, and development of housing. This year’s report covers the period between January 1, 2024 and December 31, 2024.
On February 26, 2025, the General Plan and Housing Element Annual Progress Report was reviewed by the Planning Commission, and it was recommended that City Council receive and file the report and direct staff to transmit it to LCI and HCD prior to April 1, 2025.

Recommended Action:
Staff recommends City Council receive and file the 2024 General Plan and Housing Element Annual Progress Report and direct staff to transmit the report to the Governor’s Office of Land Use and Climate Innovation and the Department of Housing and Community Development prior to April 1, 2025.
