SUBJECT: APPROVAL TO PURCHASE MERIDIAN ARCHER 1200 BARRIERS Background:
In recent years, the threat of terrorism, particularly vehicle-ramming incidents, along with concerns about crowd control and traffic accidents, has underscored the urgent need for rapid- deployable, high-performance perimeter security solutions. Therefore, ensuring the safety of pedestrians and personnel at public events, street closures, parades, and busy civic activities is a top priority for the City.
The Meridian Archer 1200 Barrier is a portable steel structure well-suited to meet the City’s needs. Unlike traditional concrete or water-filled barriers, the Archer 1200 is non-electric and requires no heavy equipment for deployment. This barrier can be quickly placed, repositioned, or removed by City staff with minimal training, making it ideal for temporary use at changing event locations. Acquiring this equipment supports the City’s Public Safety mission by enhancing operational readiness and responsiveness. With the increasing number of community events and a focus on pedestrian safety, these barriers provide the flexibility, durability, and reliability needed in urban security planning. Their modular design allows for scalable deployment, offering a customizable solution for venues of all sizes.
Furthermore, Meridian Rapid Defense Group is the sole manufacturer and distributor of the Archer 1200 system, and no other product matches its tested performance and patented portability. Due to its proprietary nature, this procurement qualifies as a sole source purchase.
Purchasing these barriers is a proactive investment in public safety, aligning with the City’s strategic goals to safeguard residents, visitors, and staff while maintaining an open and welcoming community.
