SCOPE OF SERVICES
To ensure the success of this newsletter, Consultant will first collaborate closely with the City of Norwalk to obtain a thorough understanding of the design elements and art files to be submitted. If there is anything that needs improving or simplification, the vendor will provide guidance to the City to ensure a high-quality print-ready file every time. This will allow me to preset an efficient production plan that aligns with your vision.

To meet the requirements of the RFP, we will employ a three-step process:
1: Work with your design team to prepare proofs for printing and update USPS delivery statistics to mailing data.
2: Schedule print production with partner suppliers.
3: Prepare the Norwalk Now and Norwalk’s Future newsletters for fast and efficient delivery to City Hall and corresponding Post Office.

Once the design is finalized, Consultant will work with your design team to resolve any challenges with file preparation. Upon establishing that your art files are optimal for printing we will then move into the approval stage.

A hard copy digital proof will be presented to the city for final approval. Any minor corrections or updates can be approved via email with a PDF proof or if the city requires a hard copy proof, an updated proof will be presented for approval. Once the newsletter is approved, Consultant will oversee press approval as the newsletter is printing to insure color on our state-of-the-art UV press or heat-set web press. This is to ensure the highest quality output for every newsletter while remaining cost-effective. My experienced press technicians will also oversee the production process, performing regular quality control checks to ensure accuracy and consistency. Upon completion of the printing process, we will then trim and fold the Norwalk Now newsletter to its final size (17” x 22”, quarter-fold to 8.5” x 11”) and the Norwalk’s Future to its final size (17”x11”, half fold to 8.5”x11”), and bundle it in convenient bundles matched to the mailing data.

Moving on to the mailing process. Consultant will carefully update the mailing data during the approval stage to expedite a fast and efficient simplified mailing. This includes production of the facing slips that identify every bundle, and every carrier route for the City of Norwalk, ensuring a complete, and accurate mailing, meeting compliance with US Postal regulations. Consultant will then prepare all postal forms required by the post office, insuring weight and counts to verify delivery to the bulk mail unit.

Consultant will also build a strong relationship with your post office bulk mail clerk to ensure prompt delivery of your newsletters to your residents. This Includes verifying postage funds are present in the City of Norwalk postal permit prior to printing. – to include delivery of postage funds from City Hall to the USPS.
