City Council Agenda Report
May 6, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Glen Kau, Public Services Director/City Engineer
Mario Mera, Engineering Division Manager
SUBJECT: AGREEMENT - ENGINEERING DIVISION STAFF AUGMENTATION Background:

The Engineering Division (ED) is currently experiencing a surge in activities which include several new street projects funded through various funds such as Senate Bill (SB)-1, Measures M and R Bonds, etc.; numerous Federally funded Traffic Signal Improvement Projects; City Council priorities and various parks improvements citywide.

To ensure continuous successful and effective management of the ED, staff recommend hiring a consultant to provide staff augmentation for Civil Engineer Assistant services to the ED through July 31, 2025. Consultant will plan, organize, and manage the activity assignments under direction of the Engineering Division Manager.

On September 20, 2024, the Engineering Division issued a request to prequalified consulting firms with the necessary subject expertise, licenses, resources and certifications to provide the requested staff augmentation. Three proposals were received from Transtech, Willdan Engineering, and RKA Consulting Group. Proposals were received from each of the firms.

Consultant will provide project management and project implementation and technical and functional support activities including technical as support staff throughout the ED. Consultant shall assist in the preparation, coordination, and management of the ED project implementation efforts; assist in the solicitation and procurement of professional and construction services; assist in the administration of various Capital Improvement Projects; and assist in the implementation of the City’s budget and Capital Improvement Program. Consultant will also assist in the development, planning, design, and construction administration of cooperatively funded projects and programs under the direction of the Engineering Division Manager.

Staff reviewed the submittals and determined that proposal from Transtech Engineers Inc. (Transtech) was most qualified for the requested services. Staff recommends award of amendment to Professional Services Agreement to Transtech for a lump sum of $120,920 to provide engineering staff augmentation services for a period of 4 months or until the Engineering Division can hire full time staff to fill vacant positions. Also, based on project scheduling (design, construction, and close out efforts), the required staff augmentation services to the Engineering Division efforts are anticipated to extend beyond July 11, 2025. This Professional Services Agreement includes the option to extend the contract through August 31, 2025, for an additional cost of $156,680, which would be included in the FY 2025/26 budget.

Fiscal Impact:

The proposed fee for these services shall not exceed $120,920 and is estimated to cover services through July 11, 2025. Funding will be provided from staff savings of two vacant Full- Time positions (Assistant Engineer and Engineer Technician) and available Contract Services and Personnel funds.
