City Council Agenda Report
May 6, 2025
TO: Honorable City Council
FROM: Jesus M. Gomez, City Manager
BY: Arnold Alvarez-Glasman, City Attorney
SUBJECT: AGREEMENT WITH THE LOS ANGELES COUNTY DEPARTMENT OF PUBLIC HEALTH FOR PUBLIC HEALTH SERVICES (NO. PH-005643)
Background:

The City of Norwalk has historically contracted with the Los Angeles County Department of Public Health for public health services. The attached agreement (Attachment A) would continue this approach. Under this agreement, the County’s Health Officer shall act as the City’s Health Officer and the County’s Department of Public Health shall act as the City’s Environmental Health Department. By approving this agreement, the City will ensure that the critical services associated with these roles will continue to be available to the City.

This agreement (LA County Contract No. PH-005643) establishes a new term that remains in effect until June 30, 2029. The agreement term thereafter shall be automatically renewed for consecutive five-year terms unless terminated by either party in accordance with the procedures set forth in in the agreement.

Fiscal Impact:

There is no fiscal impact for the basic services provided by the County of Los Angeles Department of Public Health as the agreement allows for the City to retain all public health permit and license fees collected within the City of Norwalk. Additionally, under Section 3 of this agreement the County has agreed to furnish and supply all necessary labor, supervision, equipment, and supplies necessary to provide the public health services described in the agreement.
