SUBJECT: AGREEMENT FOR PEST CONTROL SERVICES FOR CITY FACILITIES Background:

The City addresses pest control services at individual facilities on an as-needed basis, and a few select facilities have ongoing service agreements. While this approach has addressed immediate concerns, it has resulted in various service levels across facilities.

To promote consistency, improve preventive maintenance, and better manage potential pest- related issues proactively, staff evaluated the need for a citywide pest control service and determined it would be in the best interest of the City to go out to bid for all facilities.

On September 23, 2024 staff issued a request for quotes (RFQ #25-3101-002) and reviewed bids from multiple vendors. On October 4, 2024 four bids were received with the following results:

Bidder Annual Cost
Commercial Pest Services $ 12,476.00
New Systems Exterminating $ 15,280.00
Corkys Pest Control $ 23,060.00
Fieldtech Integrated Pest Solutions $ 51,900.00

Agreement – Pest Control Services Page No. 2

After careful evaluation, Commercial Pest Services was selected based on qualifications and pricing. The proposed agreement includes, but is not limited to, routine scheduled inspections and treatments for all City Facilities.

Implementing a citywide agreement will ensure uniform service standards, better tracking of service history, and a more strategic, cost-effective approach to pest management across all City facilities.

The agreement term is two years with the option to extend for additional terms upon mutual agreement.

Fiscal Impact:

The Fiscal Year 2025/26 budget includes $12,500 for the first year of the term, and another $12,500 will be included in the following year’s budget.

Strategic Plan 2023 Implementation:

The recommended action will further the City’s strategic plan Goal 2: Work in Partnership with our Community to achieve safe and livable neighborhoods, Objective 1 – Re-Invest in existing and aging infrastructure.

Recommended Action:

Staff recommends City Council award a contract to Commercial Pest Services in the amount of $25,000 for pest control services from July 1, 2025 through June 30, 2027; with the option to extend for two additional one year periods; and authorize the City Manager to execute the contract and any amendments provided there is funding in the budget, and it is within his signing authority, on behalf of the City, in a form approved by the City Attorney.

SUBJECT: AGREEMENT AMENDMENT NO. 2 - PREVENTATIVE MAINTENANCE AND

REPAIR SERVICES FOR HEATING, VENTILATION, AND AIR CONDITIONING

UNITS CITYWIDE
Background:

The City has had an agreement with Tri-West Mechanical, Inc. (Tri-West) since June 19, 2019.

Tri-West is responsible for furnishing all labor, materials, and equipment necessary to provide preventative maintenance and repair services for various heating, ventilation and air conditioning (HVAC) units citywide. This agreement has been extended multiple times due to Tri-West’s consistent responsiveness, high-quality workmanship, and their proven ability to meet project deadlines, stay within budget, and effectively address any issues that arise.

At this time, staff recommends amending the existing contract with Tri-West to extend services for an additional one-year term. The extension allows staff the time necessary to prepare and solicit a Request for Proposals (RFP) for a new, competitive HVAC services contract. The extension also ensures uninterrupted maintenance services and prevents disruption to critical HVAC maintenance citywide while the RFP process is underway.

Fiscal Impact:

The Fiscal Year 2025/26 budget includes $65,000 for the services needed for the year.

SUBJECT: AGREEMENT AMENDMENT NO. 5 – TREE MAINTENANCE SERVICES – ADJUST COMPENSATION AND EXTEND TERM THROUGH JUNE 30, 2026 Background:

Since June 1997, the City has contracted tree maintenance services with West Coast Arborists, Inc. (WCA). The scope of the agreement involves trimming, pruning, and removal of City owned trees, along with emergency clearing of trees as directed by the City. WCA also provides Arborist reports when requested by the City. The agreement has been amended multiple times; the latest one was amended on January 6, 2015, when City Council approved a 10-year agreement extension.

Together, WCA and the City have built and developed a successful, working and productive partnership. Together, we are committed to providing quality urban forestry maintenance to residents and businesses.

At this time, staff requests a one-year extension to the current contract for citywide tree trimming services rather than pursuing a longer-term amendment. The short-term extension allows staff the time necessary to prepare and solicit a comprehensive Request for Proposals (RFP) for these services. This amendment shall also include an annual 3% consumer price index increase to rates, which is comparable with the terms of their current agreement.

The purpose of open solicitation is to ensure due diligence by the City in securing the best value and highest quality service possible. Soliciting for these services through a competitively bid process, allows for evaluation with current market rates; exploration of innovative approaches, and encourages broader vendor participation. This effort supports fiscal responsibility while ensuring that the City's tree maintenance needs continue to be met during the interim period.

SUBJECT: RESOLUTION NO. 25-20 BUDGET AMENDMENT AND PURCHASE APPROVAL – PUBLIC SAFETY COMMUNICATIONS EQUIPMENT
Background:

The Los Angeles County Sheriff’s Department (LASD) is currently transitioning its radio system to the Los Angeles Regional Interoperable Communications System (LA-RICS). To maintain access to LASD communications networks, the City must also update its own radio system to meet LA-RICS requirements.

LA-RICS is designed to significantly improve both radio and broadband communication capabilities for police, fire, paramedics, and other emergency responders across Los Angeles County. This system creates a unified communications network, removes barriers to multi- jurisdictional response efforts, and enables direct communication between personnel from different agencies. As part of this modernization, LA-RICS mandates that each radio be assigned to a single officer to ensure system security and accountability.

Historically, Norwalk’s Public Safety Officers have shared radios between shifts. However, to comply with LA-RICS requirements, the City will need to purchase 25 additional radios so that each officer can be issued their own. Several of the City’s current radios can be updated to meet LA-RICS standards, while those that cannot will be repurposed for general operations within other City departments.

SUBJECT: RESOLUTION NO. 25-16 - BUDGET AMENDMENT FOR CITY PROJECT NOS. 7228 AND 7230
Background:

In November 2020, City Council awarded an $169,981.31 agreement to FCG Consultants (“FCG”) for Construction Management and Inspection Services for Project No 7228.

Simultaneously, FCG was also awarded a $95,815.72 agreement for Construction Management and Inspection Services for Project No. 7230. FCG was ranked number one for both projects based upon the firm’s experience of working on similar fiber optic signal coordination projects for neighboring cities.

The agreement with FCG began in January 2020 and continued through September 2020 in accordance with project construction schedules. FCG provided services for both projects, however, discrepancies were found between amounts billed and services provided. As a result, payment processing times were delayed in order to reconcile between services provide and amounts billed. Outstanding invoices remained unpaid.

A claim was brought forward to the City relating to the invoices provided by FCG. Following a review of the circumstances and discussion between parties, a resolution has been reached that is considered fair and appropriate under the circumstances.

Fiscal Impact:

The cost for outstanding invoices is $290,000. The Fiscal Year 2024/25 budget has enough funds in Street Renovation Funds to cover cost, but a budget amendment is required to allocate Street Renovation Funds to Project Nos. 7228 and 7230 in order to provide funding necessary to process payment.

BY: Carina Montes, Director of Human Resources/Risk Manager SUBJECT: CITYWIDE CLASSIFICATION AND COMPENSATION STUDY Background:

At the direction of City Council, the City initiated a comprehensive classification and compensation study in partnership with TrueComp and CPS HR Consulting. This marks the first formal review of the City's classification and compensation study.

The study evaluated job families, career fields, and classification titles to assess market competitiveness, internal equity, and structural alignment.

Over the past nine months, the consultants have thoroughly studied compensation models across comparable cities, including Carson, Downey, Gardena, Pico Rivera, Torrance and Whittier. This benchmark aligned Norwalk’s compensation practices with the broader public sector market.

During the study, key issues were identified, including internal equity discrepancies among positions, market competitiveness of salaries, pay compaction within job classifications, stagnation for employees at the top of the pay scale, and challenges in employee retention and talent attraction.

CPS HR representatives will present their methodology and findings, providing data-driven recommendations to support equitable, competitive, and sustainable compensation practices.

Fiscal Impact:

The financial impacts of the Classification and Compensation study will be discussed as part of the annual budget.
