SUBJECT: Traffic Signal Operation and Traffic Flow at Bloomfield Avenue, Firestone Boulevard, Rosecrans Avenue, and the Southbound I-5 Freeway Ramps

BACKGROUND

The realignment of the I -5 Freeway resulted in significant geometric and operational changes on Bloomfield A venue, Firestone Boulevard, and Rosecrans Avenue as well as the I-5 Freeway ramps.

• Bloomfield Avenue now connects under the I-5 Freeway
• Firestone Boulevard North (north of the I-5 Freeway) now provides only northbound access from Rosecrans Avenue and full access at Bloomfield Avenue • Southbound (SB) I-5 Freeway ramps provide direct access on Rosecrans Avenue

These geometric changes resulted in installation of new traf fic signals and signal operation s at Bloomfield Avenue/ Markdale Avenue, Bloomfi eld Avenue /Firestone Boulevard North, Bloomfi eld Avenue/Firestone Boulevard So uth, Bloom field Avenue/Rosecrans A venue and Rosecrans Avenue/I-5 Freeway Ramps. The City has received many calls of concern fo r traffic blockage and delay while traveling through these intersections.

The primary concern is the southbound (SB) traffic queuing on Bloomfield Avenue northerly of Rosecrans Avenue . The lack of adeq uate weaving distance on Rosecrans Avenue east of Bloomfield Avenue, results in drivers usin g the SB #2 left-turn lane on Bloomfield Avenue at Rosecrans A venue and a queue beyond the SB #1 through lane . This queuing creates an intermittent blockage of the intersection of Bloomfield Avenue and Firestone Boulevard South.

This primary concern is depicted in Exhibit A.

PURPOSE

The purpose of this study is to evaluate and develop recommendations to improve traffic flow within the study area based on the City’s concerns regarding traffic operations and congestion.

DATA COLLECTION

Turning movement counts were gathered at Bloomfield Avenue/Firestone Boulevard South, and Bloomfield Avenue/Rosecrans Avenue. Exhibit B summarizes the traffic counts gathered at the study intersections. Video surveillance w as also gathered a t Bloomfield Avenue/F irestone Boulevard South and Bloomfield Avenue/Rosecrans Avenue to record traffic characteristics and driver’s behavior along Bloomfield Avenue and Rosecrans Avenue.

Review of video surveillance confirms the City ’s concerns that during peak hou rs there are intermittent blockage s at the study intersections. H owever, the blockages are short lived, and generally the traffic moves and clears the intersections within one or two traffic signal cycles.

ANALYSIS METHODOLOGY

The study uses the Synchro and Simtraffic modeli ng software to simulate the traffic behavior and predict traffic flow impacts due to changes in geometry and/or signal operations at any studied intersection.

Discussion

Based on discussions with City Staff, th e City considered an improvement that would eliminate one northbound (NB) exclusive left-turn pock et on Bloomfield Aven ue at Firestone Boulevard South. This would extend the length of the SB left-turn lanes on Bloomfield Avenue at Rosecrans Boulevard.

Our review of geometry and traffic operations indicates that any geometr ic changes in the area would negatively impact the traffic flow because, in the current conditions, the roadway capacity is maximized and in full use . Any geometry change s at the intersection of Bloomfield Avenue/Firestone Boulevard South would reduce t he traffic volume capacity of the intersection and would increase congestion on northbound Bloomfield Avenue.

We analyzed and evaluated other possible and feasible remedies to improve the flow. It should be noted that because these intersections are spaced very closely, there would be traffic backups on the streets at times no matter what traffic signal operational changes were made . The goal of the recommendation is to minimize the frequency of the backup/queuing occurrences.

One of the options that was an alyzed is the elimination of left-turn movements from Firestone South onto Bloomfield Avenue . We un derstand that might not be a viable option because of the access from the Mobile Home Park to southbound Bloomf ield Avenue. We went through the exercise to determine the effect of this option on network operations. This option is for discussion purposes.

RECOMMENDATION

Based on our analysis, we recommend the following (Exhibit C):

1. Modify the signal timing sequence at the intersec tion of Bloom field Avenue /Rosecrans Avenue from lagging southbound left-turn to a leading left-turn movement.

The existing movement sequence calls for a southbound left -turn to lag ging phase . This means that northbound movements are served first, then southbound through movements, and finally the southbound left -turn and through move together. Because of the short distance between Rosecrans Avenue and Firestone Boulevard South, the southbound left- turn moveme nts queue into/spill over to the southboun d tho ugh lanes on Bloomfield Avenue. Changing the sequence to a leading southbound left-turn movement will allow the southbound throughs and lefts to go first, then the northbound traffic would go. By allowing left-turn movements go first , the left-turn pockets will open up for the southbound left-turn movement to enter the pocket and do not block the southbound through movements.

2. Modify the southbound I -5 off -ramp striping to remove the shared t hrough-left lane and create a shared right-left lane in coordination with Caltrans.

Based on the collected data, only one car went straight through the inters ection during the PM peak. By allowing the middle lane to be a shared left -right lane , the intersection capacity would be increased which will reduce the queue o n the southbound ramp . The shared left -right lane would also assist drivers w ho desire to access the westbound left lanes at Rosecrans Avenue and Bloomfield Avenue.

3. Add a right turn signal phasing overlap to the signal operation at the intersectio n of Rosecrans Avenue and SB I-5 ramps. By changing the lane designation of the southbound off-ramp, the conflict between the eastbound right turning vehicles from Rosecrans Avenue onto I-5 southbound on-ramp and the I-5 southbound off-ramp through traffic from the off - Traffic Signal Operation and Traffic Flow

ramp will be eliminate d. The right-turn overlap would allow for the eastbound right turn to be served for extra g reen time while the southbound o ff ra mp is indicating green. This additional green would improve the flow on the exclusive eastbound traffic creating more capacity for stacking eastbound vehicles. This recommendation also requires coordination with Caltrans.

4. Align the eastbound limit lines on Rosecrans Avenue at the SB I -5 Freeway ramps.

Remove the staggered limit lines in each lane to a single limit line. This will provide some additional storage length for eastbound Rosecrans Avenue traf fic. This recommendation requires coordination with Caltrans.

5. OPTIONAL: Eliminate westbound left-turn movements from Firestone Boulevard N orth at Bloomfield Avenue and allow for double right-turn lanes.

As part of interchange modification and the extension of Bloomfield Avenue northerly under the freeway, the intersection of Bloomfield Avenue/Firestone Boulevard North was built with a direct northbound access from Rosecrans Avenue. By eliminating the westbound left turn movement on Firestone Boulevard South at Bloomfield Avenue, there will be an increase in storage capacity in the southbound Bloomfield Avenue direction. Based on the collected data there are 155 vehicles turning l eft from Firestone Boulevard North onto Bloomfield Avenue during PM peak hour.

We understand that this option might be difficult to achieve because of the need of access from the Mobile Home Park to southbound Bloomf ield Avenue. We went through the exercise to determine the effect of this option on network operations. The analysis indicates that delay would be reduced with this modification. This option is for discussion purposes.
