Subject: Proposal to Provide Professional Engineering Design Services for Striping and Traffic Signal Modifications at Rosecrans Avenue, Bloomfield Avenue, Firestone Boulevard, and Southbound I-5 Freeway Ramps
Dear Mr. Mera:
Pursuant to the Professional Services Agreement (“Agreement”), dated June 13, 2024, for City Traffic Engineering Services, between the City of Norwalk and Willdan Engineering (Willdan), we are pleased to provide this proposal to provide engineering design services to prepare plans, specifications, and estimate (PS&E) for striping and traffic signal modifications at Rosecrans Avenue, Bloomfield Avenue, Firestone Boulevard, and Southbound I-5 Freeway ramps.
The I-5 Freeway expansion resulted in significant geometric and operational changes to Rosecrans Avenue, Bloomfield Avenue, Firestone Boulevard, and the I-5 Freeway ramps.
Willdan prepared a Traffic Signal Operation and Traffic Flow study, dated September 20, 2023, for City submittal to Caltrans. It is our understanding the City desires to implement the recommended striping and traffic signal operational changes per the study. Please note, the project cannot move forward without written concurrence from Caltrans on the recommended changes. Furthermore, since the southbound I-5 ramps are controlled by Caltrans, coordination and design approvals through Caltrans will be required for this project.
Additionally, we understand the City would like to include optional tasks for preparation of conceptual geometric and striping layouts for Bloomfield Avenue at Firestone Boulevard South and Rosecrans Avenue at Front Street intersections. These optional tasks will also include preparing a traffic memorandum with analysis and traffic-related data collection as part of the conceptual designs.
The following is our proposed scope of work, schedule, and fee:
SCOPE OF WORK
Task 1 – Project Management and Meetings
1. Conduct all tasks necessary to complete the project, including day-to-day project management, meetings, progress reports, project communication and agency follow-up, project scheduling and tracking, invoicing, and overall administration of the project.
2. Attend a pre-design (kick-off) meeting with City representatives to review the project, in detail, to determine the City’s specific requirements concerning the project.
3. Attend up to two (2) staff level meetings/conference calls to discuss project issues and status for the various design submittal stages.

Task 2 – Records Research and Field Reviews
1. Obtain available as-built drawings, survey data and utility contact information from the City of Norwalk and Caltrans. The research may include assessor parcel maps, tract maps, recently completed or planned improvement drawings, as-built drawings for street, traffic signals, signing, striping, and storm drain, as well as municipal improvements such as water and sewer as-builts, atlases, and/or GIS information.
Willdan will verify known underground utilities to avoid conflicts with proposed traffic signal improvements.
2. Conduct a field investigation to verify existing conditions once base plans have been completed with existing as-built records. A photographic catalog of existing conditions will be provided for the design project limits.
Task 3 – Utility Coordination
1. Provide utility coordination, including notices to all utility companies in accordance with City’s procedures. All documentation of contacts and responses will be copied to the City. Willdan will prepare utility notices and deliver them to the City for mailing under City letterhead. If so desired by the City, Willdan can transmit these notices under Willdan’s letterhead; however, the City shall be responsible for any fees assessed to Willdan by the utility companies. In either case, all responses, questions, and correspondence from the utility companies will be addressed to Willdan’s Utility Coordinator.
2. Notify and coordinate with the utility agencies regarding project-related modifications to their facilities. Determine special requirements for utility facilities, including protection, right-of-way, and construction methods within the vicinity of the utility.
3. Verify that the project’s final design is compatible with known utilities in the project area to be installed, relocated, adjusted, or otherwise modified, including adding utility relocation windows into the construction schedule as necessary.
Task 4 – Plans, Specifications, and Estimates (PS&E)
1. Prepare a title sheet which will include but not be limited to the following: City project number, plan sheet index, vicinity map, and general notes.

Signing and striping plan will provide new striping alignment and limit lines on Rosecrans Avenue between Bloomfield Avenue and southbound I-5 Ramps. Plans will show restriping the southbound I-5 Off-Ramp to covert the existing shared through-left lane to a shared right-left lane including changing overhead signs for the new lane configuration.
5. Prepare a traffic signal modification plan for Rosecrans Avenue at the southbound I-5 ramps at a scale of 1”=20’ using AutoCAD that will include all utilities and existing above- ground features, inclusive of overhead utilities. The design plan will address the change in lane configuration for the southbound I-5 Off-Ramp and will also add an eastbound right turn signal overlap. This includes the installation of new vehicle signal heads, controller assembly, traffic signal equipment, conduit, pull boxes, conductors, and mast arm signs per the California Manual of Uniform Traffic Control Devices (CA MUTCD) and Caltrans requirements.
6. The final plan set will include the following:
Title Sheet 1 sheet
Street/Intersection Lighting Calculations 1 sheet
Truck Turning Template Exhibits 1 sheet Signing & Striping Plans 2 sheets
Traffic Signal & Striping Modification Plan 1 sheet Traffic Control Plan (Task 5) 1 sheet Total 7 sheets
