Subject: Request for Budget Amendment to Professional Services Agreement for On-Call Traffic Engineering Services For Fiscal Year 24/25

Dear Mr. Mera:

Pursuant to the Professional Services Agreement (“Agreement”), dated June 13, 2024, for City Traffic Engineering Services, between the City of Norwalk and Willdan Engineering (Willdan), we are pleased to submit this request for a budget amendment to increase funding in order to continue providing professional on-call traffic engineering services until the end of the Fiscal Year 24/25. Willdan was awarded $130,000 annually for a 3-year term to provide on-call traffic engineering services to the City of Norwalk. At the current level of effort, it is anticipated that our annual budget will be expended before the end of Fiscal Year 24/25.

Overall, there has been a greater than anticipated need for traffic engineering services by the City of Norwalk including an increase in citizen requests and encroachment permit traffic control plan reviews. Several speed hump requests were revisited and additional data collected due to residents’ dissatisfaction with speed hump study results. Willdan was also asked to provide additional traffic engineering services for several unanticipated and urgent projects including:

 Mercy Housing Traffic Control Plan - Prepared traffic control plans for ribbon-cutting ceremonies. The plan required coordination with Public Services and Public Safety to complete. Plans were expedited to meet the opening date.

 Five-Points Street Take Over Concepts – Prepared three (3) concepts to deter street take overs at the intersection. Traffic counts were collected as part of the process.

Research was also conducted to learn what other agencies have done to deter this behavior. Concept plan preparation was expedited.

 605 All-Star Band Parade Traffic Control Plans - Prepared traffic control plans for a band practice route. The plan required coordination with Public Services and Public Safety to complete. Plans were expedited to provide enough time for the band to practice before the Rose Parade.

 Easter Egg-Stravaganza Traffic Control Plans - Prepared traffic control plans for City Easter event. The event was held at a new location and required coordination with Public Services and Public Safety to complete. Plans were expedited to meet the event date.
